Quick answer
- The best Belize all-inclusive resorts are small: Coco Plum Island Resort (adults-only, 18+, rated 5.0 on Tripadvisor from 2,845 reviews) is our top pick, and Hamanasi in Hopkins is the one to book if you want guided reef and jungle tours built into the price.
- Read the inclusions closely. Coco Plum, Thatch Caye and Reef Haven include local drinks. Hamanasi and Chaa Creek packages cover meals and tours but not alcohol. Cayo Espanto includes beer and rack drinks, but wine and champagne cost extra.
- Budget about $377–$555 a night for two at Reef Haven (Tripadvisor rates, October 2026), roughly $740–$1,270 a night at Hamanasi with taxes, meals and tours included, and $2,295–$3,295 a villa at Cayo Espanto before 9% tax and a 15% resort fee.
- Go February to May for the driest weather: Belize City averages 1.6 inches of rain in March. October is the wettest month at about 12 inches, and hurricane season runs June 1 to November 30.
- Roatán (Honduras) has bigger, cheaper beach all-inclusives such as Mayan Princess on West Bay, but the State Department rates Honduras Level 3 (Reconsider Travel), and West Bay fills with cruise passengers.
- Panama's all-inclusives (Dreams Playa Bonita, Grand Decameron) are the cheapest on this page, but they score just 3.6–3.7 out of 5 on Tripadvisor. Book them for value or a canal stopover, not for a top-tier resort.
Our verdict
Our verdict: book a small island in Belize, not a big resort
If you want a true all-inclusive in Belize, book Coco Plum Island Resort. It is adults-only (18+), it includes three meals, local drinks, transfers and guided snorkel trips, and its Tripadvisor rating sits at 5.0 across more than 2,800 reviews. The only real knock is the journey: a road transfer from Belize City and then a 30-minute boat ride.
If you would rather spend your week on the reef and in the rainforest, Hamanasi is the better buy. Its packages include taxes, airport transfers and a set number of guided adventures, which is where Belize trips get expensive. Just budget separately for the bar.
For a once-in-a-lifetime splurge, Cayo Espanto offers seven villas with butlers and private pools, at $2,295 a night and up. Families should look at Reef Haven, the only large all-inclusive on Ambergris Caye, or at Thatch Caye, where young kids eat free.
Roatán and Panama make sense for a lower price or a bigger resort with pools and buffets, but expect ratings in the 3.6–4.5 range, crowds, and a weaker guest experience than in Belize. These picks are based on published rates, official inclusion lists and patterns in recent guest reviews, not on our own stays.

How Belize all-inclusive resorts actually work
Belize has no 500-room resorts with buffets and swim-up bars on every corner. Its all-inclusives are small. Coco Plum Island Resort hosts no more than 48 guests, Cayo Espanto has seven villas, Thatch Caye has 15 rooms, and the biggest on this list, Reef Haven, has 55 suites. As The Points Guy notes in its Belize roundup, most properties here sell an all-inclusive package alongside ordinary room rates, and the terms vary from place to place.
That variation is the first thing to check. In our research, Belize all-inclusives fall into three groups:
| Type | What's usually included | Examples |
|---|---|---|
| Full all-inclusive | Three meals, local beer and rum drinks, transfers, non-motorized water sports | Coco Plum, Thatch Caye, Reef Haven |
| Adventure package | Meals, a set number of guided tours, airport transfers, taxes; alcohol extra | Hamanasi, Chaa Creek |
| Luxury inclusive | Meals, beer and rack drinks, butler, kayaks and sailboat; wine, spa and motorized trips extra | Cayo Espanto |
Local drinks vs. imported
At Coco Plum, the package covers unlimited local beer and mixed drinks made with local gin, coconut rum, vodka or rum. Imported call brands and wine cost extra (Coco Plum FAQ). Reef Haven includes house spirits, local beer and wine by the glass, with premium spirits and select wines extra (Reef Haven). Thatch Caye's plan covers unlimited local alcoholic and non-alcoholic drinks. If you drink wine with dinner, plan to pay for it almost everywhere.
Tours are where the value is
The reef and the rainforest are why people come to Belize, and tours bought one at a time add up fast. Hamanasi's eight-night Reef & Rainforest package includes five guided adventures plus taxes and airport transfers (Hamanasi). Coco Plum's snorkel package includes two to four guided snorkel trips, depending on how long you stay. A package with tours built in often beats a cheaper room rate once you add excursions.

1Best overall & best adults-only all-inclusive
Coco Plum Island Resort
Coco Plum Caye, about 9 miles off Dangriga, Belize
Guest ratings
Tripadvisor5.0/5 · 2,845Kayak9.8/10 · 9Booking.com9.8/10 · 6Checked Oct 2026; review counts in grey.
Our take
Coco Plum is the resort most people mean when they search for an all-inclusive in Belize, and the evidence supports the hype. It holds a 5.0 Tripadvisor rating across 2,845 reviews, and its own awards page lists Tripadvisor's #7 Best All-Inclusive in the World for 2026 and Condé Nast Readers' Choice wins for Central America in 2024–2026. It is a 16-acre private island with 21 cabanas and a three-bedroom overwater villa, and it never hosts more than 48 guests, so the staff-to-guest ratio is the real product. Reviewers mention staff by name again and again.
The package is a genuine all-inclusive by Belize standards: three meals, unlimited local beer and rum drinks, the shared airport shuttle and boat, Wi-Fi, kayaks, paddleboards and two to four guided snorkel trips. Wine and imported spirits are extra, gratuities are extra, and from August 31, 2026, domestic flights are no longer bundled in.
We'd book it for a honeymoon or a couples' week focused on snorkeling, reading and a few tours. It is not the place for nightlife or a big pool scene, and you'll spend a good part of arrival day in transit.
Skip it if You want nightlife, a big pool scene, premium spirits included, or an easy airport-to-beach transfer.
Our category scores
Pros
- Strictly adults-only (18+) with a 48-guest cap
- Local drinks, transfers and guided snorkel trips included
- 5.0 Tripadvisor rating across more than 2,800 reviews
- New Coco Palms Restaurant & Bar and Serenity Bar & Pool unveiled in 2026
Cons
- Road transfer of 1.5–2.5 hours plus a 30-minute boat; arrive by about 3 p.m.
- Wine and imported spirits cost extra, and so do gratuities ($450–$550 suggested per couple per week)
- Wi-Fi can be unreliable; sand flies on still days

What guests say
From the moment you arrive the staff make you feel like the most important person on earth.
Even five-star reviewers mention the journey. Between the drive from Belize City and the boat ride, getting to the island takes real effort and most of an arrival day, though they say the stay makes up for it.
Repeat guests are common. Recent reviewers describe second and third visits and praise warm, personal service from a staff who remember them.

2Best for reef & jungle tours
Hamanasi Adventure & Dive Resort
Hopkins, Stann Creek, Belize
$738–$1,274 per night for two · Per couple per night, worked out from Hamanasi's published 2026 eight-night Reef & Rainforest rates (Beachfront low season to Deluxe Treehouse high season). Includes meals, 5 tours, transfers and tax; excludes alcohol.
Our take
Hamanasi is the best answer for travellers who want the reef and the rainforest in one booking. Its packages work differently from a Caribbean all-inclusive. You get continental breakfast, lunch and dinner, airport ground transfers, taxes and service charges, plus a fixed number of guided adventures: five on the eight-night package. Snorkeling the barrier reef, canoeing the Sittee River, hiking Cockscomb and visiting Maya sites are where Belize trips get expensive, and here they're prepaid.
The guest record is outstanding. Hamanasi holds a 5.0 Tripadvisor rating across 3,281 reviews and a 2026 Travelers' Choice Best of the Best award, with staff, guides and the dive team the most praised features. The 30 rooms split between beachfront rooms and treehouse rooms raised on stilts in the coastal forest.
The catch is the bar bill. Alcohol and soda are excluded, and so is anything beyond the package's tour count. Reviewers call it pricey but worth it. We'd book a treehouse room in the dry season and treat it as an active holiday. If your idea of a week away is a lounger and an open bar, look at Coco Plum or Thatch Caye instead.
Skip it if You want an open bar included, or you plan to spend most days on a lounger.
Our category scores
Pros
- Guided reef and jungle adventures built into packages
- Taxes, service charge and airport ground transfers included
- 5.0 Tripadvisor rating across 3,281 reviews; Best of the Best 2026
- Treehouse rooms in the coastal forest
Cons
- Alcohol and soda not included; reviewers mention pricey minibar drinks
- More than two hours by road from BZE, or a short flight to Dangriga
- Mainland beach is pleasant but not a private-island beach; closed Sept 5–25 in 2026
- Rooms
- 30 beachfront and treehouse rooms
- Package example
- 8 nights / 7 nights of meals / 5 adventures
- 2026 package rate
- $2,952–$5,096 per person, double, 8 nights
- Minimum stay
- 3 nights low, 4 shoulder, 5 high, 6 peak
- Excluded
- Alcohol, soda, dive instruction, atoll diving upgrades
What guests say
I can wholeheartedly recommend it to anyone seeking a relaxing yet exciting adventure.
It was pricey, but in this case, you get what you pay for, and it was worth every penny!
Critical notes focus on extras. One guest found the in-room fridge stocked with overpriced drinks, and a diver said non-guests don't get priority on the most popular dives. Others mention the long drive from the international airport.

3Best splurge & private-island stay
Cayo Espanto
Private island 3 miles off San Pedro, Ambergris Caye, Belize
$2,295–$3,295 per night for two · Per one-bedroom villa per night, 2026 published rates (summer/fall to winter/spring); holiday rates higher. Add 9% government tax and 15% resort fee. Checked on aprivateisland.com, Oct 2026.
Our take
Cayo Espanto is Belize's most exclusive stay. It is a private island with six beachfront villas and one overwater bungalow, Casa Ventanas, and a maximum of 18 guests. Each villa comes with a personal houseman, a private pool and meals planned around what you like. The rate includes three meals, snacks, rack bar drinks, beer, sodas and juice, the San Pedro airstrip greeting, a scheduled daily boat to town, and kayaks and a sailboat.
It isn't a classic all-inclusive, though. Wine, champagne and cordials are extra, and a 9% government tax and 15% resort fee are added on top of rates that start at $2,295 a night in 2026. Minimum stays run four nights normally, seven over the holidays and 14 for Christmas and New Year's.
Guests rate it 4.9 on Tripadvisor (273 reviews), and they praise the service above all. The weakest sub-score is value, and older reviews mention sea lice in the shallows and a rustic edge for the price. We'd book it for a milestone trip when privacy and service matter more than amenities. There is no restaurant scene, nightlife or large pool. Ambergris Caye's restaurants are a short boat ride away.
Skip it if You want an open bar with wine included, resort-style amenities, or anything resembling a deal.
Our category scores
Pros
- Only seven villas; personal houseman for each
- Private pools and docks; overwater bungalow option
- Meals, beer, rack drinks and non-motorized sports included
- 4.9 Tripadvisor rating
Cons
- 9% tax and 15% resort fee on top of $2,295+ nightly rates
- Wine, champagne, spa and motorized excursions extra
- Four-night minimum; 14 nights over Christmas and New Year's
- Accommodation
- 6 villas + 1 overwater bungalow; max 18 guests
- 2026 rates
- $2,295–$3,295 per one-bedroom villa/night; holiday $3,295–$4,395
- Whole island
- $18,995–$25,995 per night (2026)
- Excluded
- Wine, champagne, cordials, 9% tax, 15% resort fee, helicopter
- Minimum stay
- 4 nights; 7 holidays; 14 Christmas–New Year
What guests say
It has far exceeded our expectations.
It's a bit rustic but you're on a tiny island in Central America, for goodness sakes.
The recurring complaints are cost and sea lice in the shallow water around the island. A few reviewers said the property did not quite match the brochure, and value is its lowest-rated category.

4Best overwater bungalows
Thatch Caye, a Muy'Ono Resort
Private caye off Dangriga, Belize
Our take
Thatch Caye is Coco Plum's neighbour on the reef off Dangriga, with a different pitch: overwater bungalows and a plan that welcomes families. The whole island has just 15 rooms, split between overwater bungalows and oceanfront cabanas. The all-inclusive covers three chef-prepared meals a day, a happy-hour snack, unlimited local alcoholic and non-alcoholic drinks, the round-trip boat from Dangriga, the marine reserve fee, and kayaks, paddleboards and snorkel gear. Children 5 and under eat free, and kids 6 to 12 get a discounted rate.
Guests rate it 4.8 on Tripadvisor across 1,306 reviews. They praise the bartenders, nightly happy hour and staff, and several describe the all-inclusive format as easy. The food gets more mixed comments, with one recent reviewer finding the fish usually overcooked. Sand flies and a seagrass smell near the bungalows also come up.
We'd book it for couples who want an overwater room without Maldives pricing, or for families who want a private island Coco Plum won't allow. Confirm whether your rate includes the full plan and what the transfer from Belize City to Dangriga costs, since the resort's page lists only the Dangriga boat.
Skip it if You need a strictly adults-only island or want premium spirits included.
Our category scores
Pros
- Overwater bungalows on a 15-room private island
- Local drinks, meals and Dangriga boat transfers included
- Kids 5 and under eat free
- 4.8 Tripadvisor rating across 1,306 reviews
Cons
- Food is less consistent than the service, per reviews
- Sand flies and seagrass smell near the bungalows mentioned
- Transfer from Belize City to Dangriga not listed as included; tours extra
- Rooms
- 15 (overwater bungalows and oceanfront cabanas)
- Included
- 3 meals, happy-hour snack, unlimited local drinks, Dangriga boat, reserve fee
- Kids
- 5 and under eat free; 6–12 discounted
- Prices seen
- $713–$2,171/night on Tripadvisor partner sites, Oct 2026 (taxes extra; check plan)
What guests say
The service is good and the room is very clean, which is the most important thing.
A four-star review from May 2026 found the food okay but said the fish was usually overcooked, while praising the staff. Other guests found the menu a little limited over a longer stay.
Bugs are the main gripe. One September 2026 guest reported heavy sand-fly bites despite repellent, and another noticed a seagrass odour near the overwater bungalows.

5Best for families & newest all-inclusive
Reef Haven Belize
Northern Ambergris Caye, about 13 miles north of San Pedro
$377–$555 per night for two · Tripadvisor average standard-room rates shown Oct 2026, taxes excluded; the resort sells all-inclusive stays.
Our take
Reef Haven is the reimagined former Margaritaville on Ambergris Caye, and it reopened under the new name in late 2025. According to Caribbean Journal, it is the island's only true all-inclusive. It is also the closest thing Belize has to a conventional resort, with 55 one- and two-bedroom suites plus a three-bedroom penthouse, two pools, a swim-up bar and several restaurants. The plan includes all meals, house spirits, local beer and wine by the glass, room service from 7 a.m. to 9 p.m., boat transfers to and from San Pedro, snorkel gear, kayaks, paddleboards and daily activities. Booking direct adds a 30-minute spa treatment for one guest.
Early reviews are positive on service (4.9 sub-score) and rooms, with 4.7 overall from 38 reviews. Location and value are the weak spots. The resort is about 13 miles north of town, golf-cart rides are long and bumpy, and guests report paying for extra boat runs. The 2026 sargassum season hit this coast hard, and the beach has seagrass rather than soft sand. We'd book a two-bedroom suite for a family that wants a resort with pools on Ambergris. Couples who want restaurants nearby should stay closer to San Pedro.
Skip it if You want to walk to San Pedro's restaurants, or a soft-sand swimming beach matters most.
Our category scores
Pros
- True all-inclusive with house spirits and wine by the glass
- Roomy one- and two-bedroom suites; good for families
- Boat transfers from San Pedro included; spa treatment for direct bookings
- Service rated 4.9 by early reviewers
Cons
- About 13 miles north of San Pedro; trips to town take time and cost extra
- Heavy sargassum reported in 2026; seagrass at the beach
- Only 38 Tripadvisor reviews so far, so the track record is short
- Rooms
- 55 suites + 3-bedroom oceanfront penthouse
- Reopened
- Late 2025 (formerly Margaritaville)
- Included drinks
- House spirits, local beer, wine by the glass; premium extra
- Transfer
- 30-minute resort boat from San Pedro, included
- Kids
- Children are ages 12 and under in the booking engine
What guests say
Other than the beach access with the sea grass, this was the Ideal resort.
The only bad thing we encountered was the excessive sargassum (this year was horrible).
Bartenders, rum punch and mixology classes get regular praise, and most reviewers rate the food and staff highly. One March 2026 guest who liked the food still scored value and location 1 out of 5.

6Best jungle lodge package
The Lodge at Chaa Creek
Cayo District, near San Ignacio, Belize
Our take
We include Chaa Creek for travellers who want an inclusive jungle stay before or after the beach. Be clear on what it is, though. Its packages bundle lodging, three meals and guided adventures, and the lodge calls them all-inclusive, but The Points Guy notes that alcoholic drinks are excluded. A sample Chaa Creek and Chabil Mar combination package covered meals, Tikal and Barton Creek Cave excursions, canoeing, transfers, a Belize City to Placencia flight, and taxes, but not alcohol. Current package prices are quoted on request.
The lodge sits on a 500-acre private reserve near San Ignacio, close to Xunantunich and within day-trip reach of Tikal in Guatemala. It has 28 rooms ranging from cottages to villas and holds a 4.8 Tripadvisor rating across 2,169 reviews, with a 2026 Travelers' Choice award. Reviewers rave about the tours: cave tubing, the ATM Cave, canoeing and horseback riding. They are less impressed by a weekday set dinner with three choices, and one guest was put in a cottage without air conditioning in 38°C heat before getting an upgrade.
Book three or four nights here, then a caye. Skip it if you want a beach or an open bar.
Skip it if You want a beach, an open bar, or a single-resort week.
Our category scores
Pros
- Meals and guided tours bundled in packages
- 500-acre private reserve; Maya sites and caves nearby
- 4.8 Tripadvisor rating across 2,169 reviews
- Easy to pair with a beach stay
Cons
- Alcohol is not included in packages
- No beach; some cottages lack air conditioning
- Limited set dinner menu on some nights; steep paths to some rooms
- Rooms
- 28 cottages, suites and villas
- Setting
- 500-acre private reserve near San Ignacio
- Package inclusions
- Lodging, meals, guided tours, transfers; alcohol excluded
- Room rates seen
- $198–$474/night on Tripadvisor partner sites (room only, Oct 2026)
- Taxes
- 12% service charge + 9% hotel tax on room rates
What guests say
Tours are the standout. Reviewers single out cave tubing, the ATM Cave, canoeing, horseback riding and trips to Xunantunich and Tikal, and advise booking popular tours in advance.
There were only three options to choose from, which felt very limited for the price.
A July 2025 guest was assigned a cabin without air conditioning during 38°C heat and was upgraded only after complaining. Another warned that reaching the Spa Villa involves many steps.

7Best in Roatán
Mayan Princess Beach & Dive Resort
West Bay Beach, Roatán, Honduras
$349–$678 per night for two · Tripadvisor average standard-room rates shown Oct 2026, taxes excluded; confirm the all-inclusive plan is in the rate.
Our take
Mayan Princess is our pick for a classic beach all-inclusive on Roatán because of its location. It sits on West Bay, the island's best-known white-sand beach, with the reef close enough to snorkel from shore. Tripadvisor's listing describes an all-inclusive with unlimited domestic and international liquors, beers and wines, and the resort lists four restaurants, five bars, a PADI dive operation and a Pirate Kids Club. It also sells a family package that bundles meals, drinks, activities and airport or ferry transfers.
It rates 4.3 on Tripadvisor from 1,891 reviews, which is solid but a step below the Belize picks. Reviewers like the buffet and the bars and call the rooms clean, but some find the décor dated. The biggest recurring complaint is cruise days, when day-trippers fill part of the beach and loungers disappear early. Sand flies come up too.
We'd book it for families and groups who want a beach-and-pool all-inclusive at a lower price than Belize, and who are comfortable with Honduras's Level 3 advisory. Couples who want quiet should look at Turquoise Bay or go back to Belize.
Skip it if You want a quiet beach every day or prefer a destination with a Level 1–2 advisory.
Our category scores
Pros
- On West Bay, Roatán's best-known beach, with snorkeling from shore
- Four restaurants, five bars and a kids club
- International liquors and wine listed in the all-inclusive
- Cheaper than most Belize all-inclusives
Cons
- Cruise passengers crowd the beach on ship days
- Some rooms and décor dated; value concerns in reviews
- Honduras carries a Level 3 State Department advisory
- Rooms
- 60 (Tripadvisor listing); studios to two-bedroom villas
- Dining
- 4 restaurants, 5 bars
- Kids
- Pirate Kids Club; family package
- Published from-rates
- $189–$469/night by room type (resort site, plan not specified)
What guests say
Recent reviewers call the food varied and tasty and the bar service extensive, and most describe the rooms as clean and comfortable with the beach steps away.
They fill up a section of the beach squeezing the hotel guests into the remaining area
Long-time guests mention sand flies on the beach and dated décor in some rooms, and one reported a broken in-room safe, while still rating the stay well overall.

8Best value for divers
Turquoise Bay Dive & Beach Resort
Milton Bight, northeast shore of Roatán, Honduras
$203–$285 per night for two · Tripadvisor average standard-room rates shown Oct 2026, taxes excluded; check whether the quoted rate includes the all-inclusive plan.
Our take
Turquoise Bay is a small, dive-focused all-inclusive on Roatán's quieter northeast shore, far from the West Bay cruise crowds. It has 26 rooms on a 30-acre property, and its all-inclusive lists buffet meals at the poolside restaurant, unlimited national liquors, snack stations, kayaks, snorkel gear and airport or ferry shuttles. It promotes scuba diving as part of the experience, but confirm which dives your rate covers before you book.
Divers are its biggest fans. The resort rates 4.5 on Tripadvisor across 1,036 reviews and won a 2026 Travelers' Choice award, and reviewers praise knowledgeable dive masters, uncrowded boats and healthy reefs. The trade-offs are real, though. The northeast shore is remote, so restaurants and sights need a taxi or rental car. Sand flies on the beach are the most common complaint, even from five-star reviewers, and some guests mention loud music at the pool and beach. A small number of recent reviews are strongly negative.
We'd book it for a dive week on a budget. Non-divers who want a big beach and more dining should pick Mayan Princess. Anyone uneasy about the Honduras advisory should compare Belize first.
Skip it if You don't dive, want à la carte dining, or need to be near restaurants.
Our category scores
Pros
- Away from cruise crowds on the northeast shore
- Strong dive operation with uncrowded boats
- Small (26 rooms) with national drinks included
- Among the lowest prices on this page
Cons
- Remote; you'll need taxis to go anywhere
- Sand flies on the beach are a frequent complaint
- Simpler rooms and buffet-only dining
- Rooms
- 26 on a 30-acre property
- Included drinks
- Unlimited national liquors and bar service
- Transfers
- Airport and ferry shuttle listed as included
- Award
- Tripadvisor Travelers' Choice 2026
What guests say
Diving is the most praised feature: reviewers highlight knowledgeable dive masters, uncrowded boats and healthy reefs, and many also mention friendly service and tasty food.
The biggest issue was the bugs on the beach
I would not recommend staying here

9Best for a Panama City stopover
Dreams Playa Bonita Panama
Playa Bonita, just west of Panama City, Panama
$225–$462 per night for two · Tripadvisor average standard-room rates shown Oct 2026, taxes excluded.
Our take
Dreams Playa Bonita is the easiest all-inclusive to combine with Panama City and the canal. It is a Hyatt Inclusive Collection resort with 307 rooms, about 21 miles from Tocumen International Airport, and reviewers say an Uber into the city takes 20 to 25 minutes. Travelocity's listing mentions a kids club, four outdoor pools and minibars with drinks included. For a family that wants a few days of canal sightseeing and a few days by the pool, the logistics are hard to beat.
As a beach resort, though, it disappoints a lot of guests. It rates 3.7 on Tripadvisor from 4,410 reviews. Several 2026 reviewers say the beach isn't really for swimming, pointing to signs warning about crocodiles and jellyfish and to water clouded by passing ships. Others describe dated bathrooms and poor à la carte dinners and room service, though the staff and the buffet get praise.
We'd book it only as part of a Panama City trip, and only if you'll mostly use the pools. For a beach week, Belize or our Costa Rica picks are better. Hyatt points earners can see our Hyatt all-inclusive guide for alternatives.

10Cheapest big all-inclusive
Grand Decameron Panama, A Trademark All-Inclusive Resort
Farallón / Playa Blanca, Coclé, Panama
$178–$352 per night for two · Tripadvisor average standard-room rates shown Oct 2026, taxes excluded.
Our take
Grand Decameron Panama, formerly Royal Decameron Panama and now part of Wyndham's Trademark Collection, is the budget heavyweight on this page. It has more than 1,100 rooms and villas on a long Pacific beach at Farallón, and Tripadvisor partner rates averaged $178 to $352 a night in October 2026. That is cheaper than anything in Belize. You get a classic big-resort all-inclusive with buffets, pools, an entertainment team and a busy social scene.
The ratings tell you what you're trading. It scores 3.6 on Tripadvisor from 6,313 reviews. Guests rave about the size and setting of the beach, and many describe the rooms as clean. But the complaints are consistent: dated rooms and bathrooms, queues at the buffet, à la carte restaurants that some say cost extra, loud groups and music, and service that can be slow. Reviewers also put the drive from Panama City at about two hours.
We'd book it for a cheap, sociable beach week with friends or kids, in the December–April dry season, with modest expectations. Couples who want quiet or polish should spend more in Belize or look at our cheap all-inclusive picks in Mexico and the Caribbean.

Pros & cons
Belize, Roatán and Panama for an all-inclusive: why go, why not
Reasons to go
- Belize's barrier reef is about 190 miles long and part of the second-largest reef system in the world
- Small resorts (7–55 rooms in Belize) mean personal service and no crowds
- Easy jungle add-ons: Maya ruins, caves and rainforest lodges within a few hours
- Short nonstop flights from Houston, Dallas, Miami, Atlanta and more
- English is Belize's official language and the Belize dollar is pegged 2:1 to the U.S. dollar
- Panama offers cheap big resorts outside the main hurricane zone
Reasons to think twice
- Few true all-inclusives; many packages exclude alcohol
- Long last-leg transfers by small plane, road or boat
- Narrow beaches with seagrass, sand flies and some years heavy sargassum
- Hurricane season June 1–November 30, with October the wettest month
- Honduras (Roatán) carries a Level 3 State Department advisory
- Belize rates are high for what you get compared with Mexico or the Dominican Republic
Where to stay in Belize: Ambergris Caye vs. Hopkins vs. Placencia vs. Cayo
Where you stay matters more in Belize than which brand you book, because each area offers a different trip.
| Area | What it's like | All-inclusive options | Best for |
|---|---|---|---|
| Ambergris Caye (San Pedro) | Belize's largest island, about 25 miles long. Golf carts, most restaurants and nightlife | Reef Haven; Cayo Espanto (private island offshore); Alaia sells an all-inclusive package | Couples who want options beyond the resort |
| Private cayes off Dangriga | Tiny islands on the reef, reached by boat | Coco Plum, Thatch Caye | Total switch-off, snorkeling from shore |
| Hopkins | Small Garifuna village on a mainland beach | Hamanasi | Reef plus jungle day trips from one base |
| Placencia | Long peninsula with a beach village | Laru Beya and Sirenian Bay sell packages | Beach walks, village restaurants |
| Cayo (San Ignacio) | Rainforest, rivers, caves and Maya sites | The Lodge at Chaa Creek | Adventure, wildlife, cooler nights |
Ambergris Caye
San Pedro is the island's only town, with about 13,400 residents, and golf carts are the main way to get around (Wikipedia). It is the busiest part of Belize. Regulars on the Tripadvisor forum describe it as more developed than Caye Caulker, with more food and nightlife and a lot of golf-cart traffic. Resorts north of town, Reef Haven included, are quiet but a boat ride from the restaurants.
The southern cayes and Hopkins
Coco Plum and Thatch Caye sit side by side on the reef off Dangriga. Hopkins, a short drive south of Dangriga, is described by forum regulars as very small and quiet, with easy access to the Cockscomb Basin Wildlife Sanctuary. Placencia gets good marks for its village, but its reef is farther offshore, so snorkel boat rides take longer.
Split your stay
The most common advice on the Belize forum is to do a few nights inland first, then finish on a caye. Chaa Creek and Coco Plum both sell combination stays, and Hamanasi covers both in one place.

Belize all-inclusive resorts for adults only
Belize has fewer adults-only all-inclusives than its reputation suggests. Coco Plum Island Resort is the only strictly adults-only (18+) full all-inclusive we could verify. Its FAQ sets the minimum age at 18, and its package covers meals, local drinks, transfers and snorkel trips (Coco Plum).
Other adult-leaning options come with caveats:
- Matachica Resort & Spa (Ambergris Caye) has a minimum age of 16 on its Tripadvisor listing and a 4.7 rating from 1,729 reviews, but breakfast is the only meal included as standard. The Points Guy listed a full-board add-on at $185 per person per night in 2024. It is not an all-inclusive with drinks (Tripadvisor).
- St. George's Caye Resort, a 20-minute boat ride from Belize City, is listed as adults-only and rated 4.6 from 506 reviews. Reviewers say drinks and excursions cost extra and complain about a worn pool and dated cabanas (Tripadvisor).
- Cayo Espanto publishes no child policy, but with seven villas, butlers and a four-night minimum, it works as a couples' island.
- Alaia Belize sells an Ultimate All-Inclusive package and has an adults-only rooftop pool, but the resort itself is family-friendly.
If adults-only is a must and you're open to other countries, see our adults-only all-inclusive guide and couples and honeymoon picks.

Roatán all-inclusive resorts (Honduras): bigger beaches, bigger caveats
Roatán is the largest of Honduras's Bay Islands, about 37 miles long and less than 5 miles wide, sitting on the southern end of the same Mesoamerican reef that runs past Belize (Wikipedia). Its all-inclusives are larger and cheaper than Belize's, and most of them sit on or near West Bay, the island's best-known beach.
Three things to weigh before booking:
- Safety rating. The U.S. State Department rates Honduras Level 3, Reconsider Travel, for crime and terrorism (reissued August 25, 2026). The advisory covers the whole country and does not exempt the Bay Islands (State Department). Most resort guests transfer from the airport to the beach and stay put, but you should read the advisory yourself.
- Cruise crowds. Roatán has two cruise terminals, at Coxen Hole and Mahogany Bay. Long-time visitors on the Roatán forum say West Bay and West End now get very crowded, and Mayan Princess reviewers complain that day-trippers take over part of the beach.
- Sand flies. Biting no-see-ums come up in reviews at both Mayan Princess and Turquoise Bay. Bring picaridin or DEET.
For the beach, book Mayan Princess. For diving and quiet, Turquoise Bay on the northeast shore is the value pick. Roatán has nonstop flights from Atlanta, Dallas/Fort Worth, Houston and Miami, plus seasonal Minneapolis service (Wikipedia). Tropic Air also flies between Belize City and Roatán if you want to combine the two.

Panama all-inclusive resorts: Playa Bonita vs. the Pacific beaches
Panama's all-inclusives fall into two areas, and they are very different trips.
Playa Bonita, just west of the canal entrance, is the closest beach to Panama City. Dreams Playa Bonita sits here, about 21 miles from Tocumen International Airport. Reviewers say a ride into the city takes 20 to 25 minutes. That makes it a smart add-on to a canal or city trip. The catch is the water: several 2026 reviewers say the beach is not really for swimming, citing warning signs about crocodiles and jellyfish (Tripadvisor).
The Coclé coast around Farallón and Playa Blanca, about two hours' drive southwest of the city by reviewers' estimates, has the big beach all-inclusives: Grand Decameron Panama and Riu Playa Blanca. These are classic large resorts with buffets, pools and entertainment teams, and they are among the cheapest all-inclusives you can book from the U.S.
Why Panama's weather is different
Panama lies outside the main development region for Atlantic hurricanes (Wikipedia). The rainy season usually runs May through November. Panama City averages only 10–13 mm (about half an inch) of rain in February and March, and about 331 mm (13 inches) in October. Book the Pacific beaches from mid-December to April.
Getting there
Copa Airlines flies nonstop to Tocumen (PTY) from about 19 U.S. cities, including New York, Los Angeles, Chicago and Miami, and United, American and Delta fly some routes too (Wikipedia). Panama uses the U.S. dollar, and the State Department rates it Level 2 (Exercise Increased Caution). It singles out the Darién and the Mosquito Gulf, far from the resort areas. If you're comparing Central American beaches, our Costa Rica all-inclusive guide covers a stronger resort scene.

Best time to visit Belize (and when to skip)
February through May is the sweet spot. Belize City's long-term averages (1991–2020, National Meteorological Service of Belize, via Wikipedia) show just 1.6 inches of rain in March and 2.3 inches in April, with highs in the mid- to upper 80s °F. The wet season builds from June, and October is the wettest month at about 12 inches. On the cayes, rain usually comes as short squalls rather than all-day downpours, but inland tours can be cancelled after heavy rain.
Hurricanes and closures
The Atlantic hurricane season runs June 1 to November 30, peaking around September 10 (NOAA). Some resorts close for part of the season. Hamanasi, for example, was closed September 5–25 in 2026, so check dates before planning a fall trip.
Price seasons
Hamanasi's 2026 calendar is a good guide to the whole country. High season runs January 6 to April 10. Shoulder season covers April 11 to July 10, and low season covers most of July to mid-December, apart from Thanksgiving week. The Christmas and New Year peak carries the highest rates and longer minimum stays. At Cayo Espanto, a stay over Christmas or New Year's requires 14 nights.
December is cooler than you think
A regular on the Tripadvisor forum warns that mid-December can feel chilly, with highs in the high 60s or low 70s °F on cooler days, and some Ambergris hotels heat their pools.
Sargassum
Seaweed arrives unpredictably. In 2026, reviewers at Reef Haven and Matachica on Ambergris Caye reported heavy sargassum. Coco Plum rakes its beach daily but says it cannot predict when or how long the seaweed will stay.

Getting there: flights, island hops and boat transfers
Every Belize trip starts at Philip S. W. Goldson International Airport (BZE) in Ladyville, about 30 minutes from Belize City. Coco Plum says Belize City is about two hours from several major U.S. cities. Nonstop service listed for 2026 (Wikipedia) includes:
- American: Dallas/Fort Worth, Miami; seasonal Charlotte
- United: Houston; seasonal Chicago, Denver, Los Angeles, Newark, San Francisco
- Delta: Atlanta; seasonal Minneapolis/St. Paul
- Southwest: Houston Hobby; seasonal Baltimore, Denver
- Alaska: Los Angeles; seasonal Seattle
- Sun Country: seasonal Minneapolis/St. Paul
The last leg
This is where Belize differs from Cancun. Few resorts are a short shuttle from the airport:
| Resort | Transfer from BZE |
|---|---|
| Coco Plum | Shared shuttle of 1.5–2.5 hours to the marina, then a 30-minute boat ride. Arrive before 3 p.m. |
| Thatch Caye | Boat from Dangriga, included in the plan |
| Hamanasi | Ground transfer included in packages (more than two hours), or a flight of about 20 minutes to Dangriga |
| Cayo Espanto | Domestic flight to San Pedro, met at the airstrip, then a boat. Helicopter costs extra |
| Reef Haven | Flight or water taxi to San Pedro, then a 30-minute resort boat |
| Chaa Creek | Road transfer west to San Ignacio |
Tropic Air and Maya Island Air fly from Belize City to San Pedro, Dangriga and Placencia. The State Department advises against driving between cities after dark, which is one more reason to take the resort's transfer and time your flights so you land by early afternoon.
What a Belize all-inclusive costs: rates, taxes and tips
Belize all-inclusives cost more than mass-market resorts in Mexico or the Dominican Republic, because they are small, remote and often include tours. Here is what we found in published rates (checked October 2026):
| Resort | Published price | Taxes and fees |
|---|---|---|
| Reef Haven | $377–$555 a night for a standard room (Tripadvisor average) | Taxes extra |
| Hamanasi | $2,952–$5,096 per person for 8 nights with 5 tours (2026) | Tax and service included; alcohol extra |
| Cayo Espanto | $2,295–$3,295 a night for a one-bedroom villa (2026) | Plus 9% government tax and 15% resort fee |
| Coco Plum | From $894 a night (The Points Guy, 2024); 2026 rates by quote | Gratuities not included |
| Mayan Princess, Roatán | $349–$678 a night (Tripadvisor average) | Taxes extra |
| Grand Decameron, Panama | $178–$352 a night (Tripadvisor average) | Taxes extra |
Tipping
Coco Plum's FAQ suggests $450–$550 per couple for a six- or seven-night stay, paid at checkout and shared among all staff. That is a useful benchmark at other small resorts too. Guides and dive crews are usually tipped separately.
Deposits and deals
Coco Plum takes a 25% deposit, with the balance due 30 days before arrival (60 days for Christmas and New Year). Its fall 2026 flash sale took $150 a night off stays from October 1 to December 18, 2026, for the first 25 bookings. Small resorts rarely discount in high season, so the best prices are in the shoulder and low months. See our all-inclusive deals page for current offers elsewhere.

Is Belize safe? Advisories for Belize, Roatán and Panama
All three countries carry U.S. State Department advisories. Here they are as of October 2026:
| Country | Level | Issued | Main concerns |
|---|---|---|---|
| Belize | 2: Exercise Increased Caution | March 12, 2026 | Crime; reconsider travel to the south side of Belize City |
| Honduras (Roatán) | 3: Reconsider Travel | August 25, 2026 | Crime and terrorism; do not travel to Gracias a Dios |
| Panama | 2: Exercise Increased Caution | August 19, 2026 | Crime; do not travel to parts of the Darién or the Mosquito Gulf |
The Belize advisory notes that violent crime is concentrated on the south side of Belize City, that U.S. government staff are discouraged from driving between cities after dark, and that serious injuries or illnesses usually require medical evacuation to another country. That last point is a strong argument for buying travel insurance with evacuation cover, especially if you're staying on a remote caye.
In practice, island all-inclusives keep exposure low: you land, take the resort's transfer and spend the week on a private island or a guarded property. Book tours through your resort, and enroll in the State Department's STEP program before you go.
Mistakes to avoid when booking a Belize all-inclusive
- Assuming alcohol is included. At Hamanasi and Chaa Creek, packages exclude the bar. At Cayo Espanto, wine and champagne are extra.
- Ignoring the transfer. A late international arrival can mean a night in Belize City, because Coco Plum's shuttles run on a fixed schedule and its boats don't cross after dark.
- Expecting a Cancun-style beach. Belize's cayes have narrow beaches, seagrass in the shallows and, some years, sargassum. The reef is the attraction, not the sand.
- Forgetting bug spray. Sand flies come up at Coco Plum, Thatch Caye, Turquoise Bay and Mayan Princess. Coco Plum recommends DEET repellent, hydrocortisone and baby oil.
- Booking Roatán's West Bay on a cruise day without knowing it. Mayan Princess reviewers say day-trippers take over part of the beach.
- Booking Panama for the beach alone. Dreams Playa Bonita is a good city-and-canal base, but reviewers say its beach is poor for swimming.
- Waiting too long for peak dates. With 7 to 22 rooms at many resorts, Christmas and spring-break weeks sell out early.

What travel-forum regulars say
Travel-forum consensus
On the Tripadvisor Belize and Roatán forums, the most consistent advice is to split your stay. Regulars suggest a few nights inland around San Ignacio for caves, Maya sites and rainforest, then a caye for the reef. They describe Ambergris Caye as the busy, developed option with the most restaurants and golf-cart traffic, Caye Caulker as slower and cheaper, and Hopkins as very small and quiet. Placencia gets good marks, but locals point out its reef is farther offshore, so boat trips run longer. Forum regulars also warn that mid-December can be cooler than visitors expect.
On Roatán, long-time visitors say the island has changed a lot. West Bay and West End now get crowded, especially on cruise days, and people looking for quiet are pointed to the east end or to neighbouring Utila, which has no cruise port. No-see-ums are treated as a fact of life, and regulars recommend picaridin. This summary draws on the Tripadvisor Belize and Roatán forum threads listed below, posted between July and October 2026.
Planning nine days in late February, a first-timer was advised to start inland near San Ignacio for caves and ruins, then relax on a caye. Hopkins was praised as small and quiet, with easy access to Cockscomb.
Most replies recommended splitting eight nights between Ambergris Caye and Caye Caulker. They described Ambergris as busier, with more food and nightlife, and warned that mid-December highs can dip into the high 60s or low 70s °F.
A visitor returning to Roatán since the 1990s asked about cruise crowds. Regulars agreed that West Bay and West End are much busier now, and suggested the east end, early starts, dive-boat snorkel trips or Utila for quieter water.
Asked whether West Bay's sand fleas are still a problem, a regular said biting no-see-ums are always present on the island and recommended picaridin repellent or a local product.

FAQ
Frequently asked questions
Are there real all-inclusive resorts in Belize?
Yes, but they are small and the inclusions vary. Coco Plum Island Resort, Thatch Caye and Reef Haven sell full all-inclusive stays with meals and local drinks. Hamanasi and The Lodge at Chaa Creek sell packages with meals, guided tours and transfers but no alcohol. Cayo Espanto includes meals, beer and rack drinks, but not wine. There are no 500-room chain resorts in Belize. Reef Haven, with 55 suites, is the largest all-inclusive we found.
What is the best adults-only all-inclusive resort in Belize?
Coco Plum Island Resort. It is the only strictly adults-only (18+) full all-inclusive we could verify in Belize. It caps the island at 48 guests, includes local drinks, transfers and guided snorkel trips, and holds a 5.0 Tripadvisor rating across 2,845 reviews. Matachica on Ambergris Caye is 16+ but includes only breakfast as standard. St. George's Caye Resort is listed as adults-only, but reviewers say drinks are extra.
How much does an all-inclusive in Belize cost?
Expect about $377–$555 a night for two at Reef Haven (Tripadvisor averages, October 2026). Hamanasi's 2026 packages, which include taxes, transfers and five tours, work out to roughly $740–$1,270 a night per couple. Coco Plum listed a starting rate of $894 a night in 2024. Cayo Espanto starts at $2,295 a villa per night before a 9% tax and 15% resort fee. Add flights, tips and any wine or premium drinks.
Is Coco Plum Island Resort all-inclusive?
Yes. Its package includes a private cabana, three Belizean meals a day (packed lunches on tours), unlimited local beer and mixed drinks, non-alcoholic drinks, the shared ground shuttle from Belize City airport and the boat to the island, Wi-Fi, kayaks, paddleboards, a small Hobie cat and two to four guided snorkel tours. Imported spirits, wine, gratuities and international airfare are extra, and domestic flights are no longer included from August 31, 2026.
Is Belize or Roatán better for an all-inclusive?
Belize is better for service and quality. Its top resorts score 4.7–5.0 on Tripadvisor, against 4.3–4.5 for Roatán's all-inclusives, and Belize's advisory is Level 2 versus Level 3 for Honduras. Roatán is better for a lower price, a bigger beach resort with several restaurants, and snorkeling from shore at West Bay. If you pick Roatán, avoid cruise days on West Bay or stay on the quieter east end.
What are the best all-inclusive resorts in Panama?
Dreams Playa Bonita is the best choice if you want to combine a resort with Panama City and the canal. It's about 20–25 minutes from the city, but reviewers say the beach is poor for swimming. For a beach week, the Coclé coast around Farallón has Grand Decameron Panama and Riu Playa Blanca, which are cheap and lively. Neither Panama resort we reviewed scores above 3.7 on Tripadvisor, so set expectations accordingly.
When is the best time to go to Belize?
February through May. Belize City averages just 1.6 inches of rain in March and 2.3 in April, with highs in the mid-80s °F. October is the wettest month at about 12 inches, and the Atlantic hurricane season runs June 1 to November 30, peaking around mid-September. Prices are highest from early January to mid-April and over Christmas, and lowest from July to mid-December, when some resorts close for a few weeks.
Is Belize safe for tourists?
The U.S. State Department rates Belize Level 2, Exercise Increased Caution, for crime (March 2026). Violent crime is concentrated on the south side of Belize City, and the department discourages driving between cities after dark. Serious medical cases often need evacuation abroad, so buy insurance with evacuation cover. Most all-inclusive guests take the resort's transfer and spend their time on islands or guarded properties, which keeps exposure low.
How do you get to the Belize island resorts?
Fly into Belize City (BZE). Nonstops include Houston, Dallas, Miami and Atlanta, plus seasonal routes from cities such as Denver, Chicago and Los Angeles. From there, Coco Plum runs a shared shuttle of 1.5–2.5 hours to its marina and a 30-minute boat. Ambergris Caye resorts are reached by a short Tropic Air or Maya Island Air flight, or a water taxi, to San Pedro, then a boat. Plan to land by early afternoon.
