Quick answer
- All inclusive resorts in Puerto Rico are rare: as of October 2026 we found no large resort selling a classic everything-included rate. The closest are Royal Isabela's all-meals package (alcohol extra) and Parador MaunaCaribe's small all-inclusive family rate from $239.50 a night.
- The island's first true all-inclusive, Paradisus Puerto Rico (opened 2004 in Río Grande), no longer operates, and the Dreams Puerto Rico project announced by AMResorts years ago never opened.
- Wyndham Grand Rio Mar once sold the island's best-known inclusive package; its own site now advertises a $100 nightly dinner credit instead, so ask before you assume.
- For families, El Conquistador in Fajardo is our pick even without a meal plan: a guests-only water park and a private 100-acre island. For couples, Royal Isabela or the Condado Vanderbilt.
- No passport is needed for U.S. citizens, flights land at San Juan (SJU), and the U.S. dollar is the currency. Budget roughly $90–$200 per person per day for food and drinks if you DIY.
- There are no adults-only all-inclusives in Puerto Rico. Adults-only pools exist at Rio Mar, Wyndham Palmas and the Condado Vanderbilt.
Our verdict
Our verdict: book the hotel you like, then build your own all-inclusive
If an all-inclusive wristband is non-negotiable, Puerto Rico is the wrong island; the Dominican Republic or Jamaica will give you more choice for less money. If you want Puerto Rico anyway (no passport, short flights, real towns and food), we would pick by trip style rather than by meal plan.
For couples who want meals handled, Royal Isabela is the only resort we found with an official all-meals package, and the resort earns 4.6 of 5 on Tripadvisor. Budget travelers who want one price for food should look at Parador MaunaCaribe, a modest 52-room inn whose all-inclusive family rate starts at $239.50 a night. Families get the most for their money at El Conquistador, where the Coquí water park and Palomino Island keep kids busy even though you pay for food. Golfers and El Yunque hikers should look at Wyndham Grand Rio Mar, and anyone who wants walkable restaurants should stay in San Juan at the Condado Vanderbilt and eat out. These picks are based on official package terms, 2026 guest reviews and the prices we saw in October 2026.

Does Puerto Rico have all-inclusive resorts?
Barely. Puerto Rico is the one big Caribbean island where the classic all-inclusive model never took hold. The first resort built for it, Paradisus Puerto Rico in Río Grande, opened in March 2004 and no longer operates. AMResorts announced a Dreams resort for the island in 2017, but it never opened. Forum regulars on Tripadvisor's Puerto Rico board usually blame high labor and operating costs, and add that the island is easy and safe to explore, so resorts have less reason to keep you on the property.
What you can buy in 2026 falls into three groups:
- Rates labeled all-inclusive. Royal Isabela sells an all-meals package (alcohol not included) with a three-night minimum. Parador MaunaCaribe, run by Tropical Inns, sells an all-inclusive family rate on its own booking page.
- Meal plans and breakfast packages. Copamarina, Rio Mar, Wyndham Palmas and the San Juan hotels sell breakfast packages or dining credits. These can cover a lot of your food, but not your bar bill.
- Room only, plus resort fee. El Conquistador, the Caribe Hilton and most San Juan hotels charge a daily resort fee and you pay for meals as you go.
Many 'best all-inclusive resorts in Puerto Rico' lists still name plans that no longer exist. In January 2025 the owner of Tropical Inns told El Nuevo Día he had lost his three Yabucoa inns, including Parador Palmas de Lucía, which travel blogs still list as all-inclusive. Wyndham Grand Rio Mar's well-known Inclusive Package is no longer on the resort's own site, which now advertises a dinner credit instead. Always ask the hotel for the written inclusions before you pay.

1Best all-meals package (alcohol extra)
Royal Isabela
Isabela, northwest coast
$483–$1,373 per night for two · Room-only average range shown on Tripadvisor and a 'from $603' rate on Priceline, checked Oct 2026; the all-inclusive meal package is quoted on request
Our take
Royal Isabela is the most convincing answer we found to 'are there any all-inclusive resorts in Puerto Rico'. Its official All-Inclusive package covers every meal from dinner on arrival to breakfast on departure, with access to the pools, golf course and trails, for stays of three nights or more in a private casita with a plunge pool. Alcohol, taxes, resort fees and gratuities are excluded, so this is really a full-board plan. Reviewers love the casitas (rooms score 4.9 of 5 on Tripadvisor), the farm-to-table La Casa restaurant and the clifftop golf course, and its overall 4.6 from 466 reviews ties Wyndham Grand Rio Mar for the best Tripadvisor score on this page. The weak points are consistent: several 2026 reviews mention slow restaurant service and understaffing, the Atlantic beach is often too rough to swim, and there is little to do indoors on a rainy day. It is also remote, closer to Aguadilla's airport than to San Juan, so plan on a rental car. Book it for a honeymoon or a quiet couples' week where you want meals handled; skip it if you want a swimming beach outside your door or nightlife.
Skip it if You want unlimited drinks, a calm swimming beach or walkable restaurants and bars.
Our category scores
Pros
- Official all-meals package, the closest thing to all-inclusive on the island
- Private casitas with plunge pools; rooms rated 4.9 of 5 by Tripadvisor reviewers
- Farm-to-table restaurant and on-site garden
- Dramatic clifftop golf course
Cons
- Alcohol, resort fees and gratuities are not included in the package
- Beach often too rough for swimming
- Slow restaurant service in several 2026 reviews
- Remote; about two hours from San Juan
- Plan type
- All meals package; alcohol not included
- Minimum stay
- 3 nights in a casita
- Rooms
- Private casitas with plunge pools
- Nearest airport
- Aguadilla (BQN); SJU about 2 hours
What guests say
Reviewers in 2026 keep returning to the size and privacy of the casitas, the plunge pools and decks, and the farm-to-table cooking at La Casa, with several calling it a quiet, relaxing honeymoon spot.
Several reviews from February and May 2026 describe slow restaurant service and too few staff, and earlier reviewers warn that the beach is usually too rough for swimming.
Priceline guests rate location (9.5) and staff (9.0) highest and describe the property as private and romantic; the one recurring wish is more vegetables at the restaurant.

2Best budget all-inclusive rate
Parador MaunaCaribe
Maunabo, southeast coast
$240–$300 per night for two · All-inclusive family offer from $239.50 per night for two (3 days/2 nights) on tropicalinnspr.com, checked Oct 2026; high end is our estimate for larger rooms and peak dates
Our take
This small, beachfront parador is the last property of Tropical Inns, the family company that used to call itself the island's only fully all-inclusive hotel brand. Its own booking page sells an all-inclusive family offer, three days and two nights for two people, from $239.50 a night, alongside a breakfast rate from $159. Past Tropical Inns packages covered meals, soft drinks, taxes and tips but not alcohol; the current page does not spell out inclusions, so ask by phone before you pay. What you get is simple: about 52 sea-view rooms, an infinity pool, a restaurant and bar, and a quiet coast near the Punta Tuna lighthouse. Trip.com guests rate it 8.8 of 10, praising friendly staff and the setting, while 2026 complaints mention insect bites, small charges such as $1.25 for ice, and noise from stray dogs and caged macaws near the bar. The business also runs the inn under an agreement with the town, so check that bookings are confirmed. Book it for a cheap, local-feeling family weekend; skip it if you expect resort polish or multiple restaurants.
Skip it if You want a big resort with several restaurants, kids' clubs or a full bar package.
Our category scores
Pros
- The only rate we found sold as all-inclusive at a budget price
- Oceanfront rooms and infinity pool
- Friendly, family-run service in 2026 reviews
- Quiet southeast coast near Punta Tuna lighthouse
Cons
- Inclusions are not detailed online; past packages excluded alcohol
- Basic rooms; pest and cleanliness complaints in some 2026 reviews
- One restaurant and little else on site
- Small extra charges reported (ice, breakfast wristbands)
- Plan type
- All-inclusive family offer, 3 days/2 nights for two
- Price
- From $239.50 per night (official site, Oct 2026)

- Tropical Inns Puerto Rico
- Drive from SJU

What guests say
Guests in May to July 2026 praise friendly, attentive staff, clean and comfortable rooms, the pool and the beach views, and several call the property peaceful.
Low scores in May 2026 cite insect bites in the room, a $1.25 charge for ice and wristbands required at breakfast; another guest mentions stray dogs and loud caged macaws near the bar.

3Best for calm Caribbean water (meal plans, not all-inclusive)
Copamarina Beach Resort & Spa
Guánica, southwest coast
Our take
Copamarina is the resort most often recommended on forums as Puerto Rico's 'almost all-inclusive', and older articles describe a full three-meal plan here. In October 2026 its own specials page lists a breakfast package and says meal plans are available, but we could not find a published full-board or drinks rate, so treat any plan as something to request. What it does well is setting: 20 acres of gardens on the calm Caribbean side beside the Guánica dry forest, boat trips to Gilligan's Island, and two restaurants, the open-air Las Palmas and the more formal Alexandra. Tripadvisor reviewers give it 4.3 of 5 from 2,593 reviews and praise the staff and renovated rooms. The negatives are recent and specific: construction noise and an ongoing renovation that some 2026 guests say was not disclosed, a $35 breakfast buffet one guest found thin, and a 20% nightly resort fee that makes everything feel pricier. Book a renovated room and ask about meal plans in writing. It suits families and couples who want a quiet south-coast base; skip it if you want nightlife or a true drinks-included package.
Skip it if You need a confirmed all-inclusive price before you book, or you want to be close to San Juan.
Our category scores
Pros
- Calm Caribbean-side beach and boat trips to nearby cays
- Next to the Guánica dry forest for hiking
- Renovated rooms praised in 2026 reviews
- Strong staff reviews
Cons
- No published all-inclusive or drinks rate; meal plans by request
- 20% resort fee per room per night
- Renovation noise reported in 2026
- About two hours from San Juan
- Plan type
- Breakfast package; other meal plans on request
- Resort fee
- 20% per room, per night
- Restaurants
- Las Palmas and Restaurante Alexandra
- Grounds
- 20-acre garden property on PR-333
What guests say
Summer and fall 2026 reviewers praise friendly staff, well-kept grounds, modern renovated rooms, the sunset boat tour and good food at Las Palmas.
Other 2026 guests report construction noise from the renovation, confusion over which breakfast packages were included, a $35 breakfast buffet with little variety and resort fees they felt were excessive.

4Best for families (not all-inclusive)
El Conquistador Resort
Fajardo, east coast
$349–$699 per night for two · Room only: 'from' rates on the resort's site for an ocean-view king and a one-bedroom oceanfront suite, checked Oct 2026; resort fee and meals extra
Our take
El Conquistador is not an all-inclusive, and we want to be clear about that because older articles describe all-inclusive add-ons here. Its current site sells rooms only, from $349 a night, and a September 2026 reviewer reported a $65 daily resort fee. We still rank it as the best family resort in Puerto Rico because of what the room price unlocks: the guests-only Coquí Water Park with 253 feet of slides and a lazy river, and Palomino Island, a private 100-acre island reached by a roughly 13-minute ferry. The clifftop views are spectacular, and the resort is back to 677 rooms after a $220 million rebuild that followed Hurricane Maria, with more rooms due by the end of 2026. The downside shows up in its 3.9 of 5 Tripadvisor rating across 8,764 reviews: food prices high for the quality, ferry lines of over an hour on busy days, reduced water-park hours, and dated rooms in some buildings. Book it for a family week with kids who will live in the water park; skip it if you want meals bundled or a polished luxury experience.
Skip it if You want food and drinks included, or you dislike big, busy resorts with lines.
Our category scores
Pros
- Guests-only water park and a private 100-acre island
- Spectacular clifftop views over the Atlantic and Caribbean
- Arthur Hills golf course, marina and several pools
- Easy access to Fajardo ferries and bioluminescent bay tours
Cons
- No meal plan; food is expensive for the quality
- Long ferry lines and reduced schedules in 2026 reviews
- Daily resort fee
- Some rooms and bathrooms showing their age
- Rooms
- 677, growing to 750 in 2026
- Water park
- Coquí Water Park, guests only
- Private island
- Palomino Island, about 13 minutes by ferry
- Meal plan
- None; pay as you go
- Reopened
- 2021 after post-Maria repairs; all rooms back by 2022
What guests say
Families in June and July 2026 praise the cliffside views, attentive servers and pool staff, visible lifeguards, and Palomino Island, which one reviewer said justified the stay on its own.
Complaints from May to September 2026 include a ferry line of over an hour for the last boat from Palomino, restaurant prices above the quality, a $65 daily resort fee and dated rooms in the Brisas building.

5Best for golf and El Yunque (dining credit, not all-inclusive)
Wyndham Grand Rio Mar Rainforest Beach & Golf Resort
Río Grande, northeast coast
$223–$350 per night for two · Room-only nightly rates on Kayak reported by Endless Travel Plans, July 2026; the Dining Package adds a $100 nightly dinner credit
Our take
For years Rio Mar was the stock answer to 'does Puerto Rico have all-inclusive resorts': in 2021 Caribbean Journal called its Inclusive Package the only way to take an all-inclusive vacation on the island. In October 2026 the resort's own site no longer lists it. Instead it sells a Dining Package with a $100 nightly dinner credit (through December 23, 2026), plus breakfast, golf and spa packages. Wyndham's brand page still shows an 'Inclusive Package' heading with no details, so ask reservations directly if you want it. Even without a full plan, this is the best all-round resort on the island for active travelers: a beach, renovated rooms, nine places to eat, pools including the Aura adult swim lounge and a kids' splash pool, two championship golf courses, and El Yunque National Forest about half an hour away. Tripadvisor reviewers rate it 4.6 of 5 from 4,544 reviews. The repeated complaints are cost, dining that does not match the prices, uneven housekeeping and a timeshare pitch. Book it if you want golf, rainforest hikes and a proper resort; skip it if you want all your food and drinks paid in advance.
Skip it if You want a guaranteed all-inclusive rate with drinks, or you dislike resort-price dining.
Our category scores
Pros
- Two championship golf courses and El Yunque nearby
- Adult pool lounge plus a kids' splash pool
- Renovated rooms and pools
- Tripadvisor Travelers' Choice winner with 4.6 of 5
Cons
- Inclusive Package no longer advertised on the resort's site
- Food quality does not always match resort prices
- Inconsistent housekeeping in reviews
- Timeshare sales pitches reported
- Plan type
- Dining Package with $100 nightly dinner credit; B&B package
- Restaurants
- Nine dining venues
- Golf
- Two championship courses
- Size
- About 400 rooms on 500 acres
- Drive from SJU
- About 35–45 minutes
What guests say
Guests praise the beachfront grounds and landscaping, multiple pools, modern and spacious rooms, friendly staff and the short drive to El Yunque.
The common complaints are high prices for dining and extra fees, food that does not match the cost, late or inconsistent room cleaning, construction noise and few activities for children on rainy days.

6Best newly renovated value (dining credit, not all-inclusive)
Wyndham Palmas Beach & Golf Boutique Resort
Palmas del Mar, Humacao
$231–$581 per night for two · Room-only average range on Tripadvisor, checked Oct 2026; Caribbean Journal saw $271 per night for April 2026 dates on Google Hotels
Our take
Some guides list Wyndham Palmas as an all-inclusive option, but its own offers page in October 2026 shows dining credits, not a full plan: 25% off with a $50 nightly dining credit, or a fourth night free with a $100 credit and late checkout, both for stays through December 31, 2026. The resort, with 107 rooms in the Palmas del Mar community about an hour from the airport, finished a multimillion-dollar renovation in 2026, and its best new feature is Trova Coastal Kitchen, which recent Tripadvisor reviewers single out for dinner. There is an adults-only infinity pool, a family pool with a lazy-river setup and a swim-up bar, the Palmas del Mar beach and two golf courses designed by Gary Player and Rees Jones. The renovation has not fixed everything: 2026 reviews still report air-conditioning and hot-water failures, a musty room, iguanas in the pool and weekend crowds of day guests. At 4.1 of 5 on Tripadvisor, it is a solid value for couples and golfers who want a quieter east-coast base and good dinners; skip it if you need a meal plan or a flawless room.
Skip it if You want a bundled meal plan, or you are sensitive to maintenance problems.
Our category scores
Pros
- Fresh 2026 renovation and well-reviewed Trova restaurant
- Adults-only infinity pool plus a family pool
- Two nearby golf courses (Gary Player and Rees Jones)
- Dining-credit promotions lower the real cost
Cons
- No all-inclusive plan, only credits
- Air-conditioning and maintenance complaints in 2026
- Day-guest crowds at the pool on weekends
- You need a car to explore
- Rooms
- 107 rooms and suites
- Plan type
- Dining credit offers ($50 nightly or $100 per stay)
- Renovation
- Multimillion-dollar overhaul completed 2026
- Drive from SJU
- About 1 hour
What guests say
August to October 2026 reviewers name staff at the front desk, pool bar and restaurants, and single out dinner at Trova, including its cochinillo; one parent called the pool area safe and quiet for children.
Other 2026 guests report air conditioning and hot water failures, a damp and musty room, iguanas in a pool that needs restoration, a weak continental breakfast and weekend crowding from day visitors.

7Best San Juan base for couples (not all-inclusive)
Condado Vanderbilt Hotel
Condado, San Juan
$380–$968 per night for two · Room-only average range for a standard room on Tripadvisor, checked Oct 2026; taxes and fees extra
Our take
There are no all inclusive resorts in San Juan, Puerto Rico, and people searching for one are usually better off doing what this hotel makes easy: staying somewhere excellent and walking to dinner. The Condado Vanderbilt, a 1919 landmark with 317 rooms, has an adults-only pool, a well-reviewed fine-dining restaurant named for its opening year, breakfast-and-credit packages, and Ashford Avenue's restaurants and bars outside the door. Tripadvisor reviewers give it 4.5 of 5 from 3,267 reviews, with service and cleanliness scoring highest, and 2026 reviews praise the concierge and butler staff. The beach out front is small and rocky and sometimes covered in seaweed, the family pool gets crowded, and value scores lowest; some reviewers call rooms small or dated and mention fees they did not expect. This is a pricey choice, but for a couples' trip built around food, Old San Juan and nightlife, it gives you more than any meal plan would. Book it for a city-and-beach week or the first half of a two-base trip; skip it if you want a big sandy beach or a resort where you never leave the property.
Skip it if You want a wide beach and pool scene, or one price that covers food and drinks.
Our category scores
Pros
- Adults-only pool and very strong service scores
- Walk to dozens of Condado restaurants and bars
- Excellent on-site restaurant (1919)
- About 15 minutes from SJU
Cons
- No meal plan beyond breakfast packages
- Small, rocky beach
- Expensive; value is its lowest score
- Family pool can be crowded
- Rooms
- 317
- Plan type
- Room only; breakfast and credit packages
- Pools
- Adults-only pool, reflection pool, family pool
- Distance to SJU
- About 5 miles
What guests say
August to October 2026 reviewers repeatedly praise attentive staff, especially the concierge and butler teams, along with the 1919 restaurant, the breakfast buffet and the walkable location.
Some guests find it pricey, call certain rooms small or dated and describe the beach as small and rocky; a May 2026 reviewer noted long waits for pool service and that it is not a party hotel.

8Most resort-like in San Juan (not all-inclusive)
Caribe Hilton
Puerta de Tierra, San Juan
$296–$902 per night for two · Room-only average range for a standard room on Tripadvisor, checked Oct 2026; daily resort charge extra
Our take
If you want the feel of a big Caribbean resort without leaving San Juan, the Caribe Hilton is the closest match: a private beach area with chairs and umbrellas, pools, several restaurants, and Old San Juan about two miles away. Forum regulars on Tripadvisor sometimes recommend it to people asking for an all-inclusive because it has that lively pool-and-beach vibe. It is not all-inclusive, though, and its 3.8 of 5 Tripadvisor rating from 1,519 reviews reflects real issues. Reviewers in 2026 describe rooms as dated, report broken fixtures and faulty air-conditioning controls, and complain about extra charges on top of the daily resort charge, which covers internet, fitness, beach chairs and a piña colada tasting. Food on site gets mixed marks: the breakfast buffet is praised, the main restaurants less so. Location, by contrast, scores 4.4. Our advice is to book the Caribe Hilton for a short stay or a family that wants a beach and pool without driving, and eat in Condado and Old San Juan. Skip it if room condition matters more to you than location.
Skip it if You care most about room condition or value for money.
Our category scores

- Private beach area with chairs and umbrellas included in the resort charge
- About two miles from Old San Juan
- Lively pools and resort atmosphere

What guests say
Recent reviewers like the beach and pools, accessible ocean entry, comfortable Garden Wing rooms and the easy ride to Old San Juan and Condado, and several praise individual staff.
May to August 2026 reviews call rooms dated, report a door that would not close and a broken safe, and object to paying for parking, bag storage and breakfast upgrades on top of the resort charge.

- No passport needed for U.S. citizens and short nonstop flights
- Real towns, food and history: Old San Juan, El Yunque, bioluminescent bays
- U.S. dollar, U.S. phone plans and familiar rules
- Great local food that is cheaper than resort dining
- Big family resorts with water parks and private islands
Reasons to think twice
- Almost no true all-inclusive resorts, and no adults-only ones
- Food and drinks add $90–$200 per person per day
- Resort fees on top of room rates
- You need a car outside San Juan
- Atlantic-side beaches can be rough; seaweed in some months
Puerto Rico all-inclusive resorts compared: food and drinks, plan by plan
This is what each property actually sells, from its own website or the most recent package terms we could find in October 2026.
| Property | What you can book | Meals | Alcohol | Price we saw |
|---|---|---|---|---|
| Royal Isabela (Isabela) | All-Inclusive package, 3-night minimum | All meals, dinner on arrival to breakfast on departure | Not included | Rates on request; rooms from about $603 on Priceline |
| Parador MaunaCaribe (Maunabo) | All-inclusive family rate, 3 days and 2 nights | Meals as described by the inn; confirm when booking | Not included in past Tropical Inns packages | From $239.50 per night for two |
| Copamarina (Guánica) | Breakfast package; other meal plans on request | Breakfast at Las Palmas | Not included | 20% nightly resort fee on top |
| Wyndham Grand Rio Mar (Río Grande) | Dining Package with a $100 nightly dinner credit | Dinner credit; B&B package also sold | Only what the credit covers | Rooms about $223–$350 (Kayak, July 2026) |
| Wyndham Palmas (Humacao) | $50 nightly dining credit or $100 per-stay credit offers | Credit only | Only what the credit covers | 25% off promos in fall 2026 |
| El Conquistador (Fajardo) | Room only; Costco package adds a $225 per-stay credit | Pay as you go | Pay as you go | From $349 per night |
| Condado Vanderbilt and Caribe Hilton (San Juan) | Breakfast or resort-credit packages | Breakfast at most | Pay as you go | See resort cards below |
The takeaway for the 'all inclusive resorts Puerto Rico food and drinks' question: no resort we checked includes unlimited cocktails in a standard published rate. If drinks matter to you, budget for them separately or pick an island with real all-inclusives.

Where to stay: San Juan vs. Río Grande vs. Fajardo vs. the south and west
Puerto Rico is about 100 miles long, and where you base yourself matters more than any meal plan.
| Area | Drive from SJU | Best for | Trade-off |
|---|---|---|---|
| San Juan: Condado, Isla Verde, Old San Juan | 10–20 min | Restaurants, nightlife, history, no car needed | City beaches, no all-inclusive hotels |
| Dorado | About 30–40 min | Upscale golf and beach resorts | Pricey; few cheap places to eat |
| Río Grande (Rio Mar, Coco Beach) | About 35–45 min | El Yunque rainforest, golf, big resorts | You need a car or taxis to eat off-site |
| Fajardo | About 1 hr | El Conquistador, ferries, bioluminescent bay tours | Resort food is expensive |
| Humacao and Maunabo (southeast) | About 1–1.5 hr | Quieter beaches, Palmas del Mar, value | Few dining options nearby |
| Guánica (southwest) | About 2 hr | Dry forest, calm Caribbean water, cays | Far from San Juan; small town |
| Isabela (northwest) | About 2 hr; 25–30 min from BQN | Surf beaches, cliffs, Royal Isabela | Rough Atlantic swimming |
For a first trip, we like splitting the week: two or three nights in San Juan for food and Old San Juan, then four nights at a resort in Río Grande or Fajardo. Drive times are our estimates for normal traffic; the San Juan metro area backs up badly at rush hour.
How to DIY an all-inclusive in San Juan, Dorado, Río Grande and Fajardo
Because few hotels bundle food and drinks, most visitors build their own version. It is easier than it sounds, and you eat better.
Step 1: Pick a hotel with breakfast or a dining credit
The Condado Vanderbilt and Royal Sonesta often sell breakfast-included rates, Rio Mar sells a $100 nightly dinner credit, and Wyndham Palmas has offered a $50 nightly credit through December 2026. A credit you will use anyway is real savings.
Step 2: Eat lunch off the resort
The Trip.com Puerto Rico guide puts resort lunches at roughly $25–$50 or more per person, and resort dinners at roughly $35–$70 or more, before drinks, tax and service. The Luquillo kiosks near Rio Mar, local spots in Fajardo and Old San Juan cafés cost far less.
Step 3: Stock your room
Every tourist area has supermarkets and pharmacies. Buy water, beer, rum and snacks on day one. Puerto Rican rum is cheap on the island, and a cooler bag for the beach pays for itself.
Step 4: Use your feet in San Juan
In Condado you can walk Ashford Avenue to dozens of restaurants. Old San Juan is a short taxi ride away. This is the closest thing to an all-inclusive buffet the island has: dozens of kitchens in walking distance, and you pay only for what you eat.
Step 5: Budget honestly
Our rough planning numbers for two adults: $90–$130 per person per day if you mix breakfast plans, casual lunches and one cocktail round; $150–$200 or more if you eat every meal at resort restaurants.
Puerto Rico all-inclusive resorts for adults only: what exists
Searches for 'Puerto Rico all inclusive resorts adults only' come up empty for a reason: there are none. No Sandals, no Secrets, no Excellence. The closest you will get:
- Royal Isabela welcomes families but feels like a couples hideaway: private casitas with plunge pools on a large clifftop nature reserve, with an all-meals package. Several 2026 reviews describe it as ideal for honeymoons.
- Condado Vanderbilt has an adults-only pool, a serious restaurant (1919), and a walkable neighborhood. Tripadvisor reviewers describe it as quiet rather than a party hotel.
- Wyndham Grand Rio Mar has the Aura Adult Swim Lounge, and Wyndham Palmas has an adults-only infinity pool.
If a true adults-only all-inclusive is the whole point of the trip, look at St. Lucia, Jamaica or our adults-only guide.
Puerto Rico family resorts: the best options without a meal plan
For 'Puerto Rico all inclusive family resorts', the honest answer is that families do best at big resorts with built-in activities, then feed the kids from a mix of breakfast plans and casual meals.
- El Conquistador (Fajardo): the Coquí Water Park (253 feet of slides plus a lazy river) and Palomino Island are for resort guests only. Expect lines for the island ferry at busy times.
- Wyndham Grand Rio Mar (Río Grande): a splash pool, kids' pools, beach, golf and El Yunque about half an hour away. It is a Tripadvisor Travelers' Choice winner.
- Caribe Hilton (San Juan): a lagoon-style beach area, pools and a short ride to Old San Juan's forts.
- Parador MaunaCaribe (Maunabo): the budget pick; its all-inclusive rate is sold as a family offer.
Family travelers who want unlimited food for picky eaters should compare these with Mexico and the Dominican Republic on our family all-inclusive guide.

Best time to visit Puerto Rico for a resort trip
San Juan is warm all year: average highs run from about 83°F in January to 89°F from June to October, based on NOAA 1991–2020 normals for the airport. Rain is spread across the year, but February and March are the driest months (about 2.2–2.6 inches), and November is the wettest (about 7.4 inches).
- December to April: the best weather and the highest prices. Book Christmas, New Year's and spring break early.
- May to early August: warmer and a little wetter, with good deals outside July, when many local families travel.
- Mid-August to October: the peak of the Atlantic hurricane season, which runs June 1 to November 30 according to the National Hurricane Center. This is when rates are lowest. Buy travel insurance and book flexible rates.
Sargassum seaweed can reach some beaches from spring through summer; several 2026 reviews of Copamarina, Wyndham Palmas and El Conquistador's Palomino Island mention it.

Getting there: no passport, short flights and why you want a car
Puerto Rico is a U.S. territory, so U.S. citizens fly in on a domestic ticket with a REAL ID or other TSA-approved ID; no passport is required. Most flights land at Luis Muñoz Marín International Airport (SJU) in Carolina, a 10–20 minute ride from Isla Verde and Condado. Royal Isabela is closer to Rafael Hernández Airport (BQN) in Aguadilla.
Nonstop flights run from the big East Coast hubs and many Midwest and Southern cities; flying time is roughly 3.5–4 hours from New York and about 2.5 hours from Miami.
Outside San Juan, rent a car. Resorts in Río Grande, Fajardo, Humacao, Guánica and Isabela are spread out, taxis add up quickly, and a car is what makes the DIY all-inclusive approach work. For health, the CDC's Puerto Rico page recommends mosquito protection because dengue and other mosquito-borne diseases are present.
Costs, resort fees and mistakes to avoid
A realistic Puerto Rico resort week costs more than an all-inclusive week in Punta Cana, mostly because food and drinks are extra. Our cost table below shows the range for two people.
Mistakes we see most often:
- Trusting old lists. Parador Palmas de Lucía, the Rio Mar Inclusive Package and El Conquistador's past all-inclusive add-on all still appear on blogs. Check the hotel's own offers page.
- Ignoring resort fees. A 20% resort fee (Copamarina) or a fixed daily charge (El Conquistador, Caribe Hilton) can add more than $400 to a week.
- Expecting calm water everywhere. The north coast faces the Atlantic. Royal Isabela's reviewers say its beach is often too rough to swim; the south coast at Guánica is calmer.
- Skipping a car. Without one, you will eat every meal at resort prices.
- Booking the second half of hurricane season without flexibility. Choose refundable rates from August to October.

What travel-forum regulars say
Travel-forum consensus
On Tripadvisor's Puerto Rico and San Juan forums, the answer to 'is there a good all-inclusive in Puerto Rico?' has been the same for years: essentially no, and that is not a problem. Regulars explain that labor and operating costs on the island make the all-inclusive model hard to run, and that Puerto Rico is safe and easy enough to explore that most visitors do better eating out. When posters insist on a package, the names that come up are Copamarina's meal plans and El Conquistador's past inclusive packages, both of which we found have changed, and the Caribe Hilton for a lively, resort-style pool and beach. The most common advice is blunt: if a cheap all-inclusive with unlimited drinks is the priority, go to the Dominican Republic; if you want Puerto Rico, rent a car, pick a good hotel and eat local. This summary draws on the three Tripadvisor Puerto Rico and San Juan forum threads linked below rather than on Reddit.
A Puerto Rico forum thread asking where to find a good all-inclusive gets the standard reply from regulars: the island has essentially no true all-inclusives, a few hotels sell meal packages, and the Dominican Republic is the place for a cheap one.
In a San Juan forum thread on all-inclusive resorts, replies steer the poster toward staying in the city and eating out, with resort-style hotels such as the Caribe Hilton suggested for the pool-and-beach atmosphere.
A thread on identifying an all-inclusive resort in Puerto Rico reflects the same frustration: listings labeled all-inclusive turn out to be meal plans or room-only rates, so regulars advise checking the hotel's own terms.

FAQ
Frequently asked questions
Does Puerto Rico have all-inclusive resorts?
Not in the usual sense. As of October 2026 we found no large resort in Puerto Rico selling a classic rate with unlimited food and drinks. Royal Isabela sells an all-meals package without alcohol, and Parador MaunaCaribe sells a small all-inclusive family rate. Most other resorts offer breakfast packages or dining credits. The island's first true all-inclusive, Paradisus Puerto Rico, no longer operates.
Are there all-inclusive resorts in San Juan, Puerto Rico?
No. San Juan hotels such as the Condado Vanderbilt, Caribe Hilton, La Concha and the San Juan Marriott sell rooms, sometimes with breakfast or resort credits, but not all-inclusive plans. That is less of a drawback than it sounds: Condado, Isla Verde and Old San Juan have dozens of restaurants within walking distance or a short taxi ride, so you can eat better for less.
Are there adults-only all-inclusive resorts in Puerto Rico?
No. There are no adults-only all-inclusives on the island. Couples usually choose Royal Isabela for its private casitas and all-meals package, or the Condado Vanderbilt, which has an adults-only pool. Rio Mar and Wyndham Palmas also have adults-only pool areas. For a true adults-only all-inclusive, look at St. Lucia, Jamaica or Mexico.
What is the best family resort in Puerto Rico if I want food included?
No major family resort includes all food. We recommend El Conquistador for its guests-only water park and private island, then using breakfast packages and casual lunches to control costs. Wyndham Grand Rio Mar is the alternative, with a $100 nightly dinner-credit package in 2026. On a tight budget, Parador MaunaCaribe's all-inclusive family rate is the simplest one-price option.
How much should I budget for food and drinks in Puerto Rico?
Our planning estimate is about $90–$130 per person per day if you mix a breakfast plan, casual lunches and one round of drinks, and $150–$200 or more if you eat every meal at resort restaurants. The Trip.com Puerto Rico guide puts resort lunches at roughly $25–$50 and dinners at $35–$70 per person, before drinks, tax and service.
Do I need a passport to go to Puerto Rico?
U.S. citizens do not need a passport. Puerto Rico is a U.S. territory, so flights from the mainland are domestic and you go through TSA screening with a REAL ID or other accepted ID. Non-U.S. citizens follow the same entry rules as for the mainland United States.
When is the best time to visit Puerto Rico?
December through April has the most reliable weather, with February and March the driest months, but it is also the most expensive. Late April to June is a good value window. Hurricane season runs June 1 to November 30, peaking from August to October, when prices are lowest; book flexible rates and buy travel insurance if you go then.
Do I need a rental car in Puerto Rico?
Not if you stay in San Juan, where taxis and walking work well. For resorts in Río Grande, Fajardo, Humacao, Maunabo, Guánica or Isabela, a car is close to essential. It lets you reach El Yunque, beaches and local restaurants, and it is the key to doing a DIY all-inclusive instead of paying resort prices for every meal.
