Quick answer
- The best all inclusive resorts in Mexico for most travelers are on the Caribbean side (Cancun and the Riviera Maya): calm, swimmable turquoise water and 4-hour nonstops from New York and Chicago. Our overall pick is Grand Velas Riviera Maya (Tripadvisor 4.8/5, 7,004 reviews).
- Best adults-only: Secrets Maroma Beach for the beach (4.8/5 from 26,023 reviews, from about $480 a night on Kayak averages) or Le Blanc Spa Resort Cancun for butler-level service (4.8/5, from about $680).
- Best for families: Hyatt Ziva Cancun on Punta Cancun (4.6/5) or Hotel Xcaret Mexico, where the rate includes Grupo Xcaret's parks and airport transfers.
- Best luxury on the Pacific: Grand Velas Los Cabos (a rare 5.0/5 on Tripadvisor), but most Cabo beaches are not safe for swimming; the Pacific trades the Caribbean's sargassum for big surf.
- 2026 was the worst sargassum year on record in Quintana Roo (124,852 tonnes removed April to August); wash-ups are forecast to be minimal in November and December, and January to April is the safest booking window.
- Entry: a valid passport book and no visa for tourist stays; the immigration fee is in your airfare. Quintana Roo adds Visitax, about MX$293 (roughly $16) per foreign visitor in 2026.
Our verdict
Our verdict: start on the Caribbean, splurge on the Pacific
If this is your first all-inclusive in Mexico, book the Caribbean side. Cancun and the Riviera Maya give you the shortest flights from the East and Midwest, the most resorts at every price, and the one thing the Pacific usually can't: warm, calm water you can swim in. Grand Velas Riviera Maya is our best overall pick because it scores near-perfectly on food, rooms and service and works for both couples and families. Secrets Maroma Beach is the adults-only resort we'd book for the beach and the price. Families should look at Hyatt Ziva Cancun first.
The Pacific is where we'd go for a different trip. Los Cabos is drier, more dramatic and closer to the West Coast, and Grand Velas Los Cabos is the most highly rated all-inclusive we found anywhere in Mexico, but you will mostly swim in pools. Puerto Vallarta and Riviera Nayarit are the value play, with Hard Rock Hotel Vallarta the family deal we'd book. Our picks are based on Tripadvisor review patterns read in October 2026, published rates, official resort facts and current advisories; we did not stay at these resorts for this guide.

Mexico's all-inclusive regions compared: Caribbean vs Pacific
Mexico's all-inclusives sit on two coasts that feel like different countries. The Caribbean side (Quintana Roo state) runs from Cancun south through Puerto Morelos, Playa del Carmen and Akumal (the Riviera Maya) to Tulum, with the island of Cozumel offshore. It has white powder sand, turquoise water protected by the Mesoamerican reef, and by far the largest choice of resorts. It also has sargassum seaweed in spring and summer.
The Pacific side is several separate trips. Los Cabos at the tip of Baja is desert, golf and nightlife with golden sand and heavy surf. Puerto Vallarta and Riviera Nayarit wrap around Banderas Bay, with jungle mountains, a walkable old town and calmer water. Further south, Mazatlán, Ixtapa-Zihuatanejo and Huatulco are smaller and cheaper, with fewer nonstop flights.
How to pick a region in one minute
- You want to swim in the sea: Cancun's north-facing Hotel Zone beaches, Playa del Carmen, Puerto Morelos, Cozumel's west coast or Huatulco's coves.
- You fly from the West Coast: Los Cabos (about 2.5 hours from Los Angeles) or Puerto Vallarta (about 3 hours).
- You want the widest choice and best deals: Cancun and the Riviera Maya, where hundreds of all-inclusives compete.
- You want a town to explore: Puerto Vallarta or Playa del Carmen.
- You want desert scenery and fine dining: Los Cabos, at a price.
The comparison table below puts all nine regions side by side.

Our take
Grand Velas Riviera Maya is the resort we would book if we could only pick one in Mexico. It holds a 4.8/5 Tripadvisor average from 7,004 reviews, ranks #2 of 310 hotels in Playa del Carmen and carries Tripadvisor's 2026 Best of the Best badge. The official site lists AAA Five Diamond status and a Michelin star for its Cocina de Autor restaurant three years running, and the food is what reviewers praise most. The resort is split into three sections: Ambassador on the beach for families, Zen Grand set back in the jungle, and Grand Class, the oceanfront top tier. All suites are large, and the kids' and teens' clubs are real programs, not afterthoughts.
The weak spot is the beach. It is pretty but narrow, seaweed-prone in summer and not as swimmable as Maroma's, and a 2025 reviewer said the beach "just isn't all that great." A couple of August 2026 reviews also flagged slipping housekeeping and a closed Zen pool. Book it for food and service; go to Secrets Maroma if the sand is the priority.
Skip it if you mainly want a wide, swimmable beach or you are watching the budget.
Our category scores
Pros
- Michelin-starred Cocina de Autor and strong à la carte dining
- Spacious suites in three distinct sections
- Serious kids' and teens' clubs alongside adult-focused Grand Class
- Tripadvisor 4.8/5 and 2026 Best of the Best
Cons
- Beach is narrow and gets sargassum in summer
- Very expensive, especially at Christmas and spring break
- Some 2026 reviews report inconsistent housekeeping
- Address
- Carretera Cancún–Tulum Km 62, Playa del Carmen
- Suites
- About 500 all-suite rooms (Tripadvisor lists 493 rooms)

What guests say
Grand Velas Riviera Maya continues to exceed our expectations!
The only downside to this trip was that the housekeeping, Which was not upto par as it has been on previous stays.
The only minor thing is that the beach just isn't all that great.

Our take
Secrets Maroma Beach is our top all-round adults-only pick, because it pairs one of the best beaches on the Riviera Maya with a price well below the luxury tier. Its Tripadvisor average is 4.8/5 from 26,023 reviews, an unusually high score for a resort that size, and it carries the 2026 Best of the Best badge. Playa Maroma is wide and soft, and the water is usually calm enough to swim. Reviewers keep coming back to the staff, and one August 2026 guest said they are "a notch above the rest."
The complaints are predictable for a Hyatt Inclusive Collection resort: an aggressive vacation-club pitch that cost it a star for one recent reviewer, spa prices that feel high, and a main pool with a rough bottom. Food is very good rather than memorable. If you want a romantic beach week without paying Le Blanc or Grand Velas prices, this is the booking. It is about 30 minutes from Cancun airport.
Skip it if you are traveling with kids or want truly gourmet food.
Our category scores
Pros
- One of the widest, softest beaches on the Riviera Maya
- Tripadvisor 4.8/5 from more than 26,000 reviews
- Rates often half those of the luxury tier

Cons
- Vacation-club sales pitch draws repeated complaints
- Spa is expensive

Con: the bottom of the main pool is rough/rock, so you may want to wear swim shoes.

3Best adults-only luxury in Cancun
Le Blanc Spa Resort Cancun
Hotel Zone, Cancun (Quintana Roo)
$680–$1,190 per night for two · Kayak 12-month averages per room/night for two: August ~$682 (cheapest month), February ~$1,192 (priciest); checked Oct 2026
Our take
Le Blanc Spa Resort Cancun is the classic Cancun splurge for couples: 260 rooms, butler service, a big spa and a location 20 minutes from the airport at Km 10 of the Hotel Zone. Tripadvisor rates it 4.8/5 from 10,907 reviews and ranks it #2 of 251 hotels in Cancun, with a 2026 Best of the Best badge. Its service sub-score of 4.9 is among the highest we saw anywhere in Mexico, and recent guests describe the resort as luxurious and relaxing in almost the same words.
The criticisms are narrow but worth knowing. With a smaller footprint than the mega-resorts, the restaurant choice can feel limited on a long stay; one July 2026 reviewer said exactly that. The beach is pleasant but it is Hotel Zone sand, not a sweeping bay, and the mandatory wristband annoyed at least one September guest. For a five-night couples' trip where service matters more than variety, we would book it without hesitation.
Skip it if you want a big resort with lots of dining variety or a quiet, wide beach.
Our category scores
Pros
- Butler service and one of the best service scores in Mexico
- 20 minutes from Cancun airport
- Quiet, adults-only, spa-focused
- Walkable to Hotel Zone restaurants and nightlife
Cons
- Fewer restaurants than larger resorts
- Hotel Zone beach is good, not spectacular
- Prices close to Grand Velas without the same food
- Rooms
- 260
- Address
- Blvd. Kukulcán Km 10, Hotel Zone
- Tripadvisor rank
- #2 of 251 hotels in Cancun
- Transfer
- About 20 minutes from Cancun airport
What guests say
Everything about the resort felt luxurious, relaxing, and thoughtfully designed
That said, the restaurant choices felt quite limited for an all-inclusive resort of this caliber.
It is a bracelet, like a hospital bracelet that you can’t take off.

4Best for families
Hyatt Ziva Cancun

Our take
Hyatt Ziva Cancun is our first call for families on the Caribbean side. It sits on Punta Cancun, the elbow of the Hotel Zone, so it has calm bay water on one side and open Caribbean on the other, plus a 25-minute airport transfer. With 547 rooms it is big enough for a real kids' club, family pools and lots of restaurants, but not so big that you need a shuttle. Tripadvisor rates it 4.6/5 from 15,086 reviews and it holds a 2026 Travelers' Choice badge; one September 2026 guest called the service the best they had ever received in the Caribbean.
The risk is consistency. Two October 2026 reviews reported the main kids' club closed and moved to a conference room for a whole stay, and noise from rooms above. Weekends also bring local day visitors to the shared beach. Ask the resort what is under renovation before you book, and pay for a higher floor.
Skip it if you want a quiet, adults-only atmosphere.
Our category scores
Pros
- Water on three sides of Punta Cancun
- About 25 minutes from the airport
- Big kids' club and family pools
- Walking distance to Hotel Zone restaurants
Cons

5Best for adults who want to explore
Hotel Xcaret Arte
Xcaret, Playa del Carmen (Quintana Roo)
$924–$1,432 per night for two · Tripadvisor average standard-room rates, taxes excluded, viewed Oct 2026
Guest ratings
Tripadvisor4.7/5 · 6,926Kayak9.1/10 · 1,004Booking.com9.2/10 · 355Checked Oct 2026; review counts in grey.
Our take
Hotel Xcaret Arte is the best answer for adults who get bored at a normal all-inclusive. It is adults-only for ages 16 and up, and the All-Fun Inclusive rate covers airport transfers plus entry and transport to Grupo Xcaret's parks, including Xcaret, Xel-Há, Xplor, Xenses and Xenotes, and ferry tickets to Isla Mujeres and Cozumel, according to the official site. If you would visit two or three parks anyway, the high nightly rate starts to look reasonable. Tripadvisor rates it 4.7/5 from 6,926 reviews, with a 4.9 cleanliness score.
The flaws: it sits on a rocky shoreline and coves rather than a classic beach, it is roughly an hour from Cancun airport, and its size (about 900 suites) shows in service. A June 2026 reviewer called the property beautiful but the service consistently poor, and another in August complained about sales pitches. It rewards travelers who want experiences, not lazy beach days.
Skip it if you want to lie on a wide sandy beach all week.
Our category scores
Pros
- Rate includes Xcaret parks, transport and airport transfers
- Adults-only (16+) with art-themed design and workshops
- Strong restaurants and 4.9 cleanliness score
- Ferry tickets to Cozumel and Isla Mujeres included
Cons
- Rocky coastline, not a sandy beach resort
- About an hour from Cancun airport
- Service inconsistency and sales pitches in 2026 reviews
- Suites
- About 900 (adults 16+)
- Included
- Xcaret parks, park transport, airport transfers, ferries
- Address
- Carretera Chetumal–Puerto Juárez Km 282, Playa del Carmen
- Transfer
- About 1 hour from Cancun airport (included)
What guests say
Guests consistently rate the cleanliness and design highly, and a July 2026 reviewer called the cleanliness of the facilities extraordinary.
The property itself is beautiful, but the service was consistently poor
An August 2026 reviewer said they were constantly approached with sales pitches instead of being left to enjoy the resort.
6Best for families who want excursions included
Hotel Xcaret México
Xcaret, Playa del Carmen (Quintana Roo)
$936–$1,560 per night for two · Tripadvisor average standard-room rates, taxes excluded, viewed Oct 2026
Our take
Hotel Xcaret México is the family version of Xcaret Arte next door, and the maths works best with children. The All-Fun Inclusive rate includes unlimited access to Grupo Xcaret's parks, transport to them and to the airport, and ferry tickets to Isla Mujeres and Cozumel. Park tickets for a family of four can run several hundred dollars a day, so a week here can cost less than a cheaper resort plus excursions. The official site lists 900 suites and a AAA Five Diamond award, and Tripadvisor rates it 4.6/5 from 16,440 reviews.
Loyal guests are noticing slippage. An August 2026 reviewer wrote that it "is no longer the 5-Diamond Hotel Xcaret that we fell in love with," and a June 2026 guest said it was not worth the price. Like Arte, it has coves and river pools rather than a sandy beach and is about an hour from the airport. Book it if your family will use the parks at least three days.
Skip it if you won't use the parks; you'd be paying for them anyway.
Our category scores
Pros
- Parks, transfers and ferries included in the rate
- Huge choice of restaurants and activities
- Good fit for teens who get bored at regular resorts
- AAA Five Diamond listed on the official site
Cons
- Some long-time guests say standards have slipped
- No classic sandy beach
- About an hour from Cancun airport
- Suites
- 900 (official site)
- Included
- Xcaret parks, park transport, airport transfers, ferries

7Best for snorkelers
Cozumel Palace
San Miguel de Cozumel, Cozumel (Quintana Roo)
$420–$710 per night for two · Kayak 12-month averages per room/night for two: September ~$418, February ~$711; recent bookings $442–$759; checked Oct 2026
Our take
Cozumel Palace is the all-inclusive we would pick on Cozumel, with one huge caveat: there is no sandy beach. You enter the sea from stairs and jetties straight onto the island's famously clear west-coast water, which makes it excellent for snorkelers and divers and poor for anyone who wants to sit on sand. It is small for a Palace resort at 169 rooms, sits a short walk from downtown San Miguel, and rates 4.7/5 on Tripadvisor from 5,838 reviews with a 2026 Best of the Best badge.
Reviewers rave about the restaurants, and one October 2026 guest called them the cream of the crop, though the Italian venue gets mixed marks. The other recurring criticism is price: a September 2026 reviewer felt it was significantly overpriced for what was delivered. If you want sand as well as reefs, take a day trip to a beach club or look at our Cozumel guide for beachfront alternatives.
Skip it if a sandy beach is non-negotiable.
Our category scores
Pros
- Snorkeling straight from the property on calm water
- Short walk to San Miguel's restaurants and ferry pier
- Smaller, quieter than most Palace resorts
- Tripadvisor 4.7/5 and Best of the Best 2026
Cons
- No sandy beach at all
- Some guests find it overpriced
- Cozumel flights are limited; many arrive via Cancun and the ferry
- Rooms

- Av. Rafael E. Melgar Km 1.5 Sur, Cozumel

- None; ladder and jetty access to the sea
What guests say
The restaurants are truly the crème de la crème!
The stay felt significantly overpriced for what was delivered.
If you are looking for a beach, this is not the place since there is no beach at this resort.

Grand Velas Los Cabos

Tripadvisor5.0/5 · 2,500Kayak8.4/10 · 56Booking.com8.5/10 · 37Checked Oct 2026; review counts in grey.
Our take
Grand Velas Los Cabos is the most highly rated all-inclusive we found anywhere in Mexico: a perfect 5.0/5 on Tripadvisor from 2,500 reviews, #1 of 93 hotels in Cabo San Lucas, and a 2026 Best of the Best badge. The resort's own site says Tripadvisor named it the #1 luxury all-inclusive in Mexico and #8 in the world for 2026, and it lists AAA Five Diamonds, Forbes Five-Star status and a Michelin star for Cocina de Autor. Every one of its roughly 300 suites faces the Sea of Cortez and starts above 1,100 square feet, and the three-tier infinity pool, with an adults-only top level, is the real beach.
That is the catch. As a September 2026 reviewer put it, the location is spectacular "unless you have your heart set on swimming in the ocean." Rates start around $1,400 a night, and even transfers are extra ($340 round trip for a private SUV, per the official site). Book it for a once-in-a-decade trip; go to the Caribbean if you want to swim in the sea.
Skip it if ocean swimming matters to you or you'd rather spend $1,400 a night elsewhere.

Our take
Le Blanc Los Cabos is the adults-only luxury pick for Cabo, with the same butler-and-spa formula as its Cancun sister, newer rooms and Sea of Cortez views. Tripadvisor rates it 4.8/5 from 3,859 reviews, ranks it #2 of 57 hotels in San José del Cabo and gives it a 2026 Best of the Best badge. Its sub-scores are 4.9 for rooms, service, cleanliness and sleep, and an October 2026 guest summed up the service as "absolute perfection."
Two honest drawbacks. The beach is for looking at: a September 2026 reviewer called it "totally unswimmable" and said they took a taxi to Medano Beach to swim. And despite the all-inclusive price, some guests feel nickel-and-dimed by extras such as premium spa treatments and upgraded dining. We would book it for a quiet couples' week built around pools, the spa and dinners, and plan one day trip to Medano or Chileno Bay for the sea.
Skip it if you want to swim in the ocean from your sunbed.
Our category scores
Pros
- Service and room scores of 4.9 on Tripadvisor
- Adults-only, quiet and spa-focused
- Ocean-view rooms on the Tourist Corridor

10Best Pacific luxury for families
Grand Velas Riviera Nayarit
Nuevo Vallarta, Riviera Nayarit (Nayarit)
$892–$1,376 per night for two · Kayak 12-month average nightly rates (cheapest November, priciest March), seen Oct 2026
Our take
Grand Velas Riviera Nayarit gives you the Grand Velas formula on Banderas Bay, about 20 minutes from Puerto Vallarta's airport, and it is our pick for a luxury Pacific trip where you still want to swim in the sea. The beach in Nuevo Vallarta is long and flat, and the bay is far gentler than Cabo's open coast. Tripadvisor rates it 4.8/5 from 4,855 reviews, ranks it #1 of 42 hotels in Nuevo Nayarit and gives it a 2026 Best of the Best badge. The official site says it is the only all-inclusive on the Mexican Pacific with AAA Five Diamonds, and it lists a Forbes five-star logo.
With 267 suites it feels intimate, and recent reviewers describe staff as highly attentive and the grounds as gorgeous. The criticisms are small: lower-floor room assignments and steep gift-shop prices. Remember that Banderas Bay's wet season (June to October) is real, and that Hurricane Simon closed the nearby airport for two days in October 2026.
Skip it if you want nightlife or a walkable town on your doorstep.

Hard Rock Hotel Vallarta
Nuevo Vallarta, Riviera Nayarit (Nayarit)
$454–$1,226 per night for two · Tripadvisor average standard-room rates, taxes excluded, viewed Oct 2026
Our take
Hard Rock Hotel Vallarta is the family all-inclusive we'd book on the Pacific when the budget matters. It sits on Nuevo Vallarta's long, flat beach, about 20 minutes from the airport, and its Tripadvisor average of 4.7/5 from 14,327 reviews is remarkably high for a mid-priced resort. The service sub-score of 4.8 tells the story: reviewers repeatedly say the staff make them feel at home, and that is what keeps families coming back.
It is not a new or glamorous property. A July 2026 reviewer said the hotel looks old and noted small flaws in the rooms, and a March 2026 guest who knows the brand found the Italian restaurant and buffet weaker than at other Hard Rocks. One January 2026 review also criticized a charge for a service animal. If you want fresh design, look at Grand Velas next door; if you want a happy family week with a sea you can swim in at a sensible price, this is it.
Skip it if you want a newly built resort or gourmet dining.

Hilton Vallarta Riviera All-Inclusive Resort
South Hotel Zone, Puerto Vallarta (Jalisco)
$425–$563 per night for two · Kayak 12-month average nightly rates (cheapest June, priciest December), seen Oct 2026
Our take
Hilton Vallarta Riviera is the cheapest resort on our list and a solid way to try Puerto Vallarta without overspending. Tripadvisor lists it as Hilton Puerto Vallarta Resort - All Inclusive (it was previously the adults-only Grand Fiesta Americana) and rates it 4.5/5 from 9,753 reviews, #10 of 157 hotels in the city. Kayak's 12-month averages ran from about $425 a night in June to $563 in December. It now welcomes families, with a kids' club and an adults-only pool, and it is a short taxi ride to the Romantic Zone and the Malecón, which is the big advantage over resorts in Nuevo Vallarta.
The weak spot is housekeeping. Recent reviews complain about rooms being cleaned as late as 4 pm and, in one August 2026 case, rooms that only got beds made and towels changed. The kids' club also fills up. Food gets better marks than you would expect at this price; one September guest said the Italian restaurant served the best pizza they had eaten at an all-inclusive.
Skip it if spotless housekeeping and polish matter more to you than price.
Our category scores

What guests say
Honestly, the Italian restaurant served the best pizza we have had at an all inclusive.
Room cleaning was done every day between 4 and 4:30 pm, way too late!
My main complaint from our stay is that their kids club never had space for our kids.

Pros & cons
Mexico for an all-inclusive: why go, why not
Reasons to go
- The biggest choice of all-inclusives at every price within a short flight of the US
- Two coasts: calm Caribbean water or dramatic Pacific scenery
- No visa, US dollars widely accepted, and the immigration fee is in your airfare
- Mexican all-inclusives tend to include more à la carte dining than Caribbean islands
- Easy add-ons: cenotes, Maya ruins, whale watching, golf
Reasons to think twice
- Record sargassum on the Caribbean side in 2026
- Many Pacific beaches, especially in Los Cabos, are not safe for swimming
- Some states carry Level 3 or Level 4 U.S. advisories
- Vacation-club sales pitches at many big resorts
- Extra fees: Visitax in Quintana Roo, transfers and tips
Sargassum on the Caribbean vs surf on the Pacific
Every Mexico beach decision comes down to one trade-off: the Caribbean has calm, swimmable water but seasonal seaweed; the Pacific has no sargassum problem but much of it is too rough to swim.
Sargassum in 2026
This was the worst year on record. According to Mexico News Daily, Quintana Roo removed 124,852 tonnes of sargassum between April and August 2026, 29,069 tonnes more than the same period in 2025, and Cancun alone had collected 29,482 tonnes by September versus 16,000 tonnes in all of 2025. Playa del Carmen reported the largest volumes, followed by Cancun, Puerto Morelos, Tulum and Mahahual. The state's sargassum monitoring network expects minimal wash-ups in November and December 2026, but warned that the 2027 season could start as early as January.
What that means for booking: January through April is the safest window; May to August is a gamble on any east-facing beach. Cancun's northern Hotel Zone (Playa Langosta to Punta Cancun), Isla Mujeres and Cozumel's west coast face away from the open ocean and usually get far less seaweed.
Swimmability on the Pacific
In Los Cabos most resort beaches on the Tourist Corridor and the Pacific side of Cabo San Lucas have steep drop-offs and a powerful shore break. Guests at both Le Blanc Los Cabos and Grand Velas Los Cabos say so in recent reviews. Medano Beach in Cabo San Lucas and the coves at Chileno and Santa María are the reliable swimming spots. Banderas Bay around Puerto Vallarta is calmer, and Huatulco's bays are the calmest water on the Pacific coast.
Best all-inclusive resorts in Mexico for adults only, families and luxury
Our 12 picks below cover every budget and both coasts. Here is the short version by traveler type, with links to the full regional guides.

- Le Blanc Spa Resort Cancun and Le Blanc Los Cabos: butler service and spa-first luxury; both rate 4.8/5.
- Hotel Xcaret Arte (Playa del Carmen, ages 16+): includes access to the Xcaret parks.
- More options are in our adults-only guide.
Family all-inclusive resorts in Mexico
- Hyatt Ziva Cancun: Punta Cancun location with water on three sides and a short airport transfer.
- Hotel Xcaret Mexico: the rate covers Grupo Xcaret's parks, which can be worth hundreds of dollars a day for a family.
- Grand Velas Riviera Maya and Grand Velas Riviera Nayarit: luxury with real kids' and teens' clubs.
- Hard Rock Hotel Vallarta: the best-value family pick on the Pacific.
- See our family all-inclusive guide for more.
Luxury all-inclusive resorts in Mexico
Grand Velas runs three of Mexico's best-reviewed luxury all-inclusives. The Los Cabos and Riviera Maya resorts list AAA Five Diamond status and Michelin-starred Cocina de Autor restaurants on their official sites, and Riviera Nayarit also holds AAA Five Diamonds. See our luxury all-inclusive guide for the full list.
Best time to visit Mexico for an all-inclusive
December to April is the sweet spot on both coasts: dry, sunny and in the low to mid 80s °F, with the least sargassum on the Caribbean. It is also peak season, so book Christmas, Presidents' Day and spring break three to six months out.
- Caribbean (Cancun, Riviera Maya, Tulum, Cozumel): rain builds from June and peaks in September and October. Cancun's airport averages about 223 mm (8.8 in) of rain in September and 242 mm (9.5 in) in October, according to Servicio Meteorológico Nacional normals. The Atlantic hurricane season runs June 1 to November 30 and peaks around September 10, per NOAA's National Hurricane Center.
- Los Cabos: desert dry most of the year. Nearly all rain falls in August and September, when the eastern Pacific hurricane season (May 15 to November 30) is most active. Whale season runs roughly December to March.
- Puerto Vallarta and Riviera Nayarit: a true wet season from June to October; July to September are hot, humid and stormy, and November to May is dry.
What 2026 looked like
The Pacific had a busy hurricane year. Hurricane Simon peaked as a Category 4 on October 10, 2026 and tracked parallel to the coast with its eye offshore; Puerto Vallarta's airport closed on the evening of October 10 and commercial flights were cleared to resume just after midnight on October 13, according to Travel Pirates' storm update. If you travel in August to October, buy travel insurance before a storm is named.

Is Mexico safe for an all-inclusive? State Department levels by state
The U.S. State Department rates Mexico state by state, and the main resort states sit at Level 2. The levels below are from the advisory reissued shortly before the June 2026 World Cup, as listed by Riviera Maya News; always check the official advisory before you book. The State Department's advisory feed dates the current version to May 29, 2026, keeps Mexico overall at Level 2 for terrorism, crime and kidnapping, and asks U.S. citizens to follow the same rules as government employees: no driving between cities after dark, and use regulated taxi stands or apps such as Uber rather than hailing cabs on the street.
| State | Level (2026) | Resort areas |
|---|---|---|
| Quintana Roo | 2 – Exercise increased caution | Cancun, Riviera Maya, Tulum, Cozumel |
| Baja California Sur | 2 – Exercise increased caution | Los Cabos |
| Nayarit | 2 – Exercise increased caution | Nuevo Vallarta, Punta Mita |
| Oaxaca | 2 – Exercise increased caution | Huatulco |
| Jalisco | 3 – Reconsider travel | Puerto Vallarta |
| Yucatán | 1 – Normal precautions | Mérida, Progreso |
| Sinaloa | 4 – Do not travel | Mazatlán |
| Guerrero | 4 – Do not travel | Ixtapa-Zihuatanejo, Acapulco |
What changed in 2026
On February 22, 2026, a federal security operation in Tapalpa, Jalisco set off road blockades and vehicle burnings across the state. The State Department told U.S. citizens in parts of Jalisco, including Puerto Vallarta, to shelter in place, and resorts kept guests on property, as Fox News reported. Flights and local services restarted within days. In October 2026, regulars on the Tripadvisor Puerto Vallarta forum still described the tourist areas as safe for visitors.
Our view: Quintana Roo, Los Cabos, Riviera Nayarit and Puerto Vallarta remain sensible choices for an all-inclusive stay. Use resort or pre-booked transfers, avoid buying drugs, and don't book Ixtapa or Mazatlán while Guerrero and Sinaloa sit at Level 4.
Entry rules, Visitax and the fees nobody mentions
Passport: U.S. citizens flying in need a valid passport book; a passport card only works by land or sea. No visa is needed for tourism.
Tourist permit (FMM): Mexico now issues the permit digitally to most air arrivals. At e-gates in Cancun, Los Cabos and Puerto Vallarta you scan your passport and save the digital FMM from the QR code; otherwise an officer stamps your passport and writes in the number of days. The default is up to 180 days but it is not guaranteed, and the fee is already built into your airline ticket as a tourism tax, according to MexPro's January 2026 guide.
Visitax (Quintana Roo only): Cancun, the Riviera Maya, Tulum, Isla Mujeres and Cozumel charge every foreign visitor, children included, a state fee paid at the official Visitax portal. The official FAQ says there is no separate child rate. A Tripadvisor forum thread from October 2026 cites the portal's 2026 rate of MX$293 per person and warns of kiosks at Cancun Terminal 2 charging nearly double. Pay online before you fly and keep the QR code on your phone. Visitax is a Quintana Roo fee, so it does not apply to trips to Los Cabos or Puerto Vallarta.
Other extras to budget for: airport transfers are rarely included (Grand Velas Los Cabos lists private SUVs at $340 round trip on its official site), tips, spa treatments, premium wine lists and off-site excursions.
What an all-inclusive in Mexico actually includes
Mexican all-inclusives are more generous than most Caribbean islands: national-brand drinks, room service at many mid-range and luxury resorts, à la carte restaurants without a nightly cap at most of our picks, non-motorized water sports and nightly entertainment. Where they differ is at the edges. If you are new to the format, our what is an all-inclusive resort guide covers the basics.
- Parks and tours: only Grupo Xcaret's two hotels include entry to their parks. Hotel Xcaret Arte's official site lists Xcaret, Xel-Há, Xplor, Xplor Fuego, Xenses, Xoxi and Xenotes, plus transport, airport transfers and ferry tickets to Isla Mujeres and Cozumel.
- Transfers: usually extra everywhere except Xcaret. Book a private transfer in advance rather than at the airport.
- Tipping: not required but expected. Regulars on the Tripadvisor Cancun forum in September 2026 recommended cash in pesos, handed over daily, rather than gifts. We budget $20 to $50 a day for two.
- Premium extras: top-shelf spirits, fine wine, spa treatments, private dinners and butler services are often extra, and one recent Le Blanc Los Cabos reviewer said they felt "nickeled and dimed".
- Wristbands: most resorts use them; Le Blanc's drew a complaint in September 2026.
Brand matters too. Hyatt's Secrets, Dreams, Zilara and Ziva resorts work very differently from Riu or Grand Velas; see our Hyatt all-inclusive guide for how the tiers compare.
Mexico all-inclusive packages with flights: when to book
Searching for all inclusive resorts in Mexico with flights or a package? Bundles can save money on the Caribbean side, where airlines and tour operators sell huge volumes into Cancun, but they rarely beat booking separately for luxury resorts or Los Cabos. Our rule: price the package, then price the flight and the resort's own direct rate separately. Take the package only if it is cheaper and includes transfers.
Timing that saves money
- Cheapest months: late August to mid-December (excluding Thanksgiving week), plus early June. On the Caribbean side this overlaps with rain and seaweed; on the Pacific, with storms.
- Best value with good weather: early December, mid-January to early February, and the two weeks after Easter.
- Book early for: Christmas to New Year, Presidents' Day week and March spring break; the best resorts sell out three to six months ahead.
- Watch flash sales: Black Friday and Cyber Monday campaigns are a standing tradition at Grand Velas and several big chains. Our all-inclusive deals page tracks current offers.
Price ranges we saw
Kayak's 12-month average nightly rates, checked in October 2026, ran from about $425 to $563 a night at Hilton Vallarta Riviera, $480 to $1,258 at Secrets Maroma Beach, $680 to $1,190 at Le Blanc Cancun, and $1,369 to $1,928 at Grand Velas Los Cabos. The cost table further down turns that into a full week for two.

Cozumel, Huatulco, Mazatlán and Ixtapa: worth it?
Cozumel is the pick for divers and snorkelers. The west coast faces the mainland, the water is usually glassy, and the reefs of Arrecifes de Cozumel National Park start a few fins from shore. The catch is sand: many resorts, including our pick Cozumel Palace, have ironshore and swim ladders instead of a beach. See our Cozumel guide.
Huatulco on the Oaxaca coast has nine bays with calm, clear water and a quiet planned resort zone. On the Tripadvisor Cabo forum in September 2026, it was the most recommended alternative to Cabo for calm water. The downsides are fewer resorts and restaurants, crocodiles in some lagoons and pricier, mostly connecting flights.
Mazatlán has long beaches, a lovely historic center and low prices, but Sinaloa is at Level 4 in the 2026 advisory, so we are not recommending resorts there right now.
Ixtapa-Zihuatanejo has a few classic all-inclusives and the calm Playa La Ropa, but Guerrero is also Level 4. Wait for the advisory to improve.

Mistakes to avoid when booking a Mexico all-inclusive
- Booking Cabo for the beach. It is a pool-and-scenery destination. If ocean swimming is the point, book the Caribbean or a resort on Medano Beach.
- Ignoring the transfer time. Hotel Xcaret Mexico and Xcaret Arte are roughly an hour from Cancun airport, and Tulum resorts can be close to two hours unless you fly into Tulum's newer airport (TQO).
- Paying Visitax at the airport. Pay online at the official portal before your flight home.
- Choosing a resort by the photos alone. Read the last month of reviews for construction, closed restaurants or kids' clubs; a recent Hyatt Ziva Cancun reviewer found the main kids' club closed for an entire six-night stay.
- Booking August to October without insurance. Peak hurricane months on both coasts.
- Assuming every resort has sand. Cozumel Palace, for example, has no sandy beach at all.

What travel-forum regulars say
Travel-forum consensus
On the Tripadvisor forums in September and October 2026, regulars kept returning to the same three themes. Water and weather first: when a September storm threatened Cabo, the advice for calm water pointed to Huatulco and Isla Mujeres, with the caveat that Huatulco has fewer hotels and pricier flights. Fees and scams: Cancun forum regulars warned that Visitax kiosks at Terminal 2 were charging nearly double the official rate, and told visitors to pay online before flying home. Tipping: the consensus was cash in pesos, handed over daily, rather than gifts. On safety, Puerto Vallarta regulars in October 2026 agreed that tourist areas felt safe, with the usual advice about quiet side streets late at night.
Huatulco has less lodging options, less restaurants options, there are crocodiles
Cancun regulars shared media reports of tourists being charged close to double the official Visitax rate at Terminal 2 kiosks and pointed to the official portal's MX$293 fee.
They just want cash tips and pls tip staff daily.
There is no "unsafe" area for the tourist.

FAQ
Frequently asked questions
What is the best all-inclusive resort in Mexico?
For most travelers, Grand Velas Riviera Maya in Playa del Carmen. It averages 4.8/5 from 7,004 Tripadvisor reviews, holds a 2026 Best of the Best badge, has a Michelin-starred restaurant, and works for couples and families. If you only care about the sea, Secrets Maroma Beach has the better beach for less money. The single highest-rated all-inclusive we found was Grand Velas Los Cabos (5.0/5), but its ocean is not swimmable.
Which is better for an all-inclusive: Cancun, Cabo or Puerto Vallarta?
Cancun and the Riviera Maya are best for swimmable turquoise water, the widest choice of resorts and short flights from the East and Midwest. Los Cabos is best for luxury, desert scenery and West Coast travelers, but most resort beaches are too rough to swim. Puerto Vallarta and Riviera Nayarit are the value choice, with a walkable old town and a calmer bay. Avoid the Caribbean from May to August if seaweed would ruin your trip.
Is it safe to go to an all-inclusive resort in Mexico in 2026?
The main resort states (Quintana Roo, Baja California Sur and Nayarit) are at Level 2, Exercise Increased Caution, in the U.S. State Department's 2026 advisory. Jalisco, home to Puerto Vallarta, is at Level 3 after unrest in February 2026 that briefly kept tourists inside resorts. Sinaloa (Mazatlán) and Guerrero (Ixtapa, Acapulco) are at Level 4. Use pre-booked transfers, stay in tourist areas at night and check the advisory before you go.
When is sargassum season in Mexico?
On the Caribbean coast, sargassum usually arrives in April or May and declines between August and October. 2026 was the worst year on record, with 124,852 tonnes removed in Quintana Roo from April to August. Officials expected minimal seaweed in November and December 2026 but warned 2027 could start as early as January. The Pacific coast (Cabo, Puerto Vallarta) does not get sargassum.
What are the best adults-only all-inclusive resorts in Mexico?
Our top picks are Secrets Maroma Beach (best beach and value, 4.8/5 from 26,023 reviews), Le Blanc Spa Resort Cancun (butler service, 4.8/5), Le Blanc Los Cabos (4.8/5 on the Pacific) and Hotel Xcaret Arte (ages 16+, with Xcaret parks included). Our adults-only guide covers more options across Mexico and the Caribbean.
What are the best family all-inclusive resorts in Mexico?
Hyatt Ziva Cancun for an easy, central Cancun base; Hotel Xcaret Mexico if your family will use the Xcaret parks, which are included in the rate; Grand Velas Riviera Maya or Grand Velas Riviera Nayarit for luxury with serious kids' and teens' clubs; and Hard Rock Hotel Vallarta for value on a swimmable Pacific beach. Check recent reviews for kids' club closures before booking.
Do I need a passport for Mexico, and what is Visitax?
Yes. US citizens flying to Mexico need a valid passport book; no visa is needed for tourism, and the immigration fee is already included in your airfare. Visitax is a separate Quintana Roo state fee for every foreign visitor, including children, when visiting Cancun, the Riviera Maya, Tulum or Cozumel. It is about MX$293 (roughly $16) per person in 2026; pay it online at the official portal before your flight home.
How much does an all-inclusive trip to Mexico cost?
For two people for seven nights, budget roughly $4,000 to $5,500 at a mid-range resort in shoulder season, including flights, transfers and tips. A luxury resort at peak season can push the total past $14,000. Our 12 picks ranged from about $425 a night (Hilton Vallarta Riviera) to about $1,930 (Grand Velas Los Cabos in its priciest month) on Kayak and Tripadvisor average rates in October 2026.
Can you swim at the beach at Cabo all-inclusive resorts?
Usually not. Most resorts on the Los Cabos Tourist Corridor and the Pacific side of Cabo San Lucas face steep beaches with strong shore breaks and undertow, and recent reviews of Le Blanc Los Cabos and Grand Velas Los Cabos say so. Medano Beach in Cabo San Lucas and the coves at Chileno and Santa María are the reliable swimming spots. Our Cabo guide lists the resorts closest to them.
Are all-inclusive packages with flights to Mexico cheaper?
Sometimes, especially for mid-range resorts in Cancun and the Riviera Maya, where airlines and tour operators sell big volumes. They are less likely to save money on luxury resorts or Los Cabos. Price the package, then price the flight and the resort's direct rate separately, and take the package only if it is cheaper and includes airport transfers.
