Quick answer
- The cheapest all inclusive resorts worth booking in 2026 start around $155 to $230 a night for two in low season: Occidental Caribe, Catalonia Bávaro and Bahia Principe Explore Turquesa in Punta Cana, and Óleo Cancún Playa and Crown Paradise Club in Cancun (Óleo's rate is before taxes, and its all-inclusive plan is optional, so confirm it's included).
- Punta Cana is the cheapest major all-inclusive destination we checked, followed by Mazatlán and Cancun; Jamaica costs noticeably more at the same quality level.
- Best overall value: Sunscape Cancun (4.4 on Tripadvisor, from about $228 a night) for families, and Bahia Principe Escape Ambar for adults, which now earns World of Hyatt points.
- At budget resorts you mostly give up food variety, drink quality, room upkeep and consistent service, not the beach. Read recent reviews, not the overall score.
- Red flags: a Tripadvisor score under 4.0 combined with a run of recent one-star reviews, charges for room service or linens, paid-only pool zones, and lobby sales pitches. Two of our picks, Occidental Caribe (3.8) and Riu Republica (3.9), sit below 4.0; we include them only as price-first options, with their weak spots spelled out.
- Cuba is out for US travelers: OFAC says tourist travel to Cuba is not permitted, and most resort hotels there sit on the State Department's prohibited accommodations list.
- Go in September or early October for the lowest prices; in Kayak's 12-month data that is the cheapest month at most budget resorts we checked.
Our verdict
Our verdict: spend a little more than the absolute cheapest
The cheapest all-inclusive in any destination is rarely the best value. The resorts we would actually book sit one notch above the floor: Sunscape Cancun for families (4.4 on Tripadvisor across 18,264 reviews, a water park and a friendly staff that reviewers keep naming), Óleo Cancún Playa for a small, calm Hotel Zone stay from about $170 a night before taxes (confirm the rate includes the optional all-inclusive plan), and Bahia Principe Escape Ambar for adults who want a polished, beachy Punta Cana resort that now earns World of Hyatt points.
If price is everything, Catalonia Bávaro and Occidental Caribe are the cheapest beachfront Punta Cana options we would consider, with real trade-offs in food and room upkeep that we spell out below. Iberostar Waves Rose Hall Beach is the value pick in pricier Jamaica, and Riu Emerald Bay makes Mazatlán a sensible winter bargain.
Our picks are based on Tripadvisor and Kayak ratings and the patterns in 2026 reviews, plus seasonal prices from Kayak and Tripadvisor partner rates. We have not stayed at these resorts.

What cheap all inclusive resorts really cost in 2026
For two adults sharing a standard room, a genuinely cheap all-inclusive in 2026 costs roughly $155 to $250 a night in low season and $300 to $400 at peak. That covers the room, meals, drinks and taxes, and usually tips. Below that floor, you are often looking at older hotels with very low review scores or rates that exclude things you would assume are included.
Here is what the numbers looked like in October 2026 for the resorts on this page:
- Under $200 in the cheapest month: Occidental Caribe ($155 average in September on Kayak), Catalonia Bávaro ($167), Bahia Principe Explore Turquesa ($188), Riu Emerald Bay in Mazatlán ($198).
- $200 to $300: Riu Republica ($204 in September), Crown Paradise Club Cancun and Óleo Cancún Playa (Tripadvisor partner rates from $213 and $170, before taxes; Óleo sells its all-inclusive plan as an option, so check that your rate includes it), Seadust Cancun (from $199), Sunscape Cancun (from $228).
- $300 and up: Bahia Principe Escape Ambar ($292 to $576 across the year) and Iberostar Waves Rose Hall Beach in Jamaica ($324 to $571).
Two cautions. Package sites quote per person, so double those numbers to compare. And peak-week prices at the same resorts can be 60 to 100 percent higher than September, so the same resort can be cheap or mid-priced depending on when you go. Our all-inclusive resort deals guide covers timing and booking channels in depth.

1Best budget family resort
Sunscape Cancun Resort & Spa
Hotel Zone, Cancun, Mexico
$228–$557 per night for two · Tripadvisor partner average rates for a standard room, as listed in October 2026
Our take
Sunscape Cancun is the budget family resort we would book first in Cancun. It scores 4.4 on Tripadvisor across 18,264 reviews, with cleanliness at 4.6 and location at 4.7, which is unusually strong for its price band. Families praise the water park with lifeguards, the kids' club and pools, a compact layout that is easy with small children, and staff who are consistently friendly.
The resort, formerly Panama Jack Resorts Cancun, came into Hyatt's system with the Playa Hotels acquisition in 2025 and is part of Hyatt's Inclusive Collection, so World of Hyatt members earn points and can redeem them. That makes it one of the cheapest ways to use Hyatt points for a family beach trip.
The downsides are typical for the tier: some rooms feel dated or damp, popular à la carte restaurants have long waits, extras like cabanas and transfers cost more, and several reviewers felt pressured by package sellers in the lobby. Book it for the beach, the kids' facilities and the staff; just say no to the sales desk.
Skip it if You want a quiet adults-only atmosphere or upscale dining; this is a busy, kid-focused resort.
Our category scores
Pros
- Strong ratings for the price: 4.4 overall, 4.6 cleanliness
- Water park with lifeguards, kids' club and pools

What guests say
Families praise the safe kids' area, the water park lifeguards, the beach and staff who stay consistent across the week.
Two June 2026 reviewers complained about pressure from package sellers in the lobby, canopies blocking beachfront views and a property overpriced for its condition.
A September 2026 family liked the food variety and water park but said rooms need maintenance.
2Best small budget resort
Óleo Cancún Playa
Southern Hotel Zone, Cancun, Mexico
$170–$363 per night for two · Tripadvisor partner average for a standard room, before taxes, October 2026 — may be room-only, since the all-inclusive plan is sold as an option; confirm it is included when booking
Our take
Óleo Cancún Playa is a 168-room resort that punches above its price. It holds a 4.5 Tripadvisor rating across 3,608 reviews and a 2026 Travelers' Choice award, with standard rooms starting around $170 a night before taxes in Tripadvisor's partner data. Óleo sells its all-inclusive plan as an option, so check that the rate you book includes it. Fans describe it as a small, long-loved hotel with a good beach that was often free of sargassum, friendly staff, decent sit-down restaurants and a handy location close to both the airport and the rest of the Hotel Zone.
Small also means limited. Several 2026 reviewers say there are few pools, restaurants and daytime activities, and the rooms are small and dated. The more troubling complaints, mostly from low-season stays, describe service that felt tip-dependent, extra charges for some pool areas, and the sense that the all-inclusive was not fully all-inclusive. Read the latest reviews before booking in September or October.
It suits travelers who want a quiet beach base and plan to explore Cancun, not those who want a big resort that keeps them busy all day.
Skip it if You want lots of restaurants, pools and entertainment on site.

What guests say
July 2026 guests describe a smaller, long-loved hotel with friendly staff, reasonable food, a clean beach without sargassum and maintenance issues fixed quickly.
Low-season reviewers in 2026 felt service depended on tipping, reported long restaurant waits and extra charges for some areas, and said rooms differed from photos.

3Best budget adults-only
Bahia Principe Escape Ambar
Punta Cana (Arena Gorda area), Dominican Republic
$292–$576 per night for two · KAYAK 12-month average nightly rates, September (cheapest) to December (priciest), checked October 2026
Our take
Bahia Principe Escape Ambar is the adults-only resort we would book in Punta Cana when Secrets or Excellence prices are out of reach. It is not the cheapest resort here, with Kayak averages running from $292 a night in September to $576 in December, but it is the best-rated adults-only option at this level: 8.6 out of 10 across 949 Kayak ratings and 4.3 on Tripadvisor across 14,558 reviews.
Reviewers consistently praise the location near the beach, the breakfast, spacious rooms and attractive pools. The 2026 Bahia Principe relaunch moved Ambar into the new Escape line for adults, and since March 25, 2026 World of Hyatt members can earn and redeem points at participating Bahia Principe resorts, which adds value if you collect Hyatt points.
The weak spots are service consistency and room service, which Kayak's review summary singles out for delays and quality, plus mixed views on food variety. Treat it as a mid-range resort with a budget-friendly September price, not a luxury one.
Skip it if You need the lowest possible price; Riu Republica or Catalonia cost far less in September.
Our category scores
Pros
- Adults-only with strong ratings for the price
- Beach location and pools praised
- Earns World of Hyatt points since March 2026
- Spacious rooms
Cons
- Room service criticized for delays and quality
- Service and cleanliness inconsistent in reviews
- Costs more than true budget options

What guests say
Kayak reviewers consistently praise the location and beach access, breakfast quality, spacious rooms and attractive pool areas.
Room service is the most criticized feature, for slow delivery and poor quality, and opinions on service and cleanliness are mixed.
4Cheapest beachfront pick
Catalonia Bávaro Beach, Golf & Casino Resort
Bávaro, Punta Cana, Dominican Republic
$167–$342 per night for two · KAYAK 12-month average nightly rates, September (cheapest) to March (priciest), checked October 2026
Our take
Catalonia Bávaro is the cheapest beachfront resort in Punta Cana we would recommend to most travelers. Kayak's averages ran from $167 a night in September to $342 in March, and it holds a 4.0 Tripadvisor rating across 16,365 reviews plus a 2026 Travelers' Choice award, which few resorts at this price can claim. The palm-lined grounds, wide beach, big pools and the Privilege beach bar are its strengths, and families return year after year for the kids' club and entertainment team.
The compromises are real. Recent reviews describe repetitive buffets, weak cocktails, dated rooms with humidity and air-conditioning problems, and housekeeping that can be late or missed. Several September 2026 reviewers were hit by heavy sargassum. Some guests felt the Privilege upgrade did not justify its cost, and a few areas such as the sports bar carry extra fees.
Book the standard rooms in a cheap month and spend your days on the beach. Lower your expectations for dinner.
Skip it if Food quality is a priority or you are sensitive to room upkeep issues.
Our category scores

What guests say
Guests praise the palm-lined grounds, wide and well-equipped beach, large pools, the Privilege beach bar and an entertainment team families return for every year.
September 2026 reviewers reported heavy seaweed and murky water, dirty towels, broken air conditioning, musty smells and slow complaint handling.
An October 2026 guest enjoyed the pool and entertainment but said the room was not the renovated premium room they paid for.
5Lowest price we would still consider
Occidental Caribe
Arena Gorda, Punta Cana, Dominican Republic
$155–$320 per night for two · KAYAK 12-month average nightly rates, September (cheapest) to February (priciest), checked October 2026
Our take
Occidental Caribe was the cheapest branded beachfront all-inclusive we found: Kayak's 12-month averages ran from $155 a night in September to $320 in February. For that you get a 798-room Barceló-group resort on Arena Gorda beach with attractive gardens, heated pools and a kids' club that families praise. Kayak's verified ratings are respectable at 8.0 out of 10 across 4,904 ratings.
Tripadvisor tells a harsher story: 3.8 across 19,791 reviews, with rooms scoring 3.5 and service 3.6. October 2026 reviews describe sticky floors, weak air conditioning, slow towel service, missed restaurant reservations and buffet food that disappointed, and there are a few reports of stomach trouble. Some guests found the paid Premium level poor value.
We include it because the beach and price are genuinely good and some families have great weeks here. Book it only if price is your main constraint, go in with low expectations for food and rooms, and spend a little more on Catalonia Bávaro if you can.
Skip it if You are sensitive to cleanliness, room condition or food quality; spend a bit more elsewhere.
Our category scores
Pros

What guests say
October 2026 reviewers describe sticky rooms, weak air conditioning, slow towel service, disappointing buffets and a missed group dinner reservation with no fix offered.
An August 2026 family praised dedicated staff, kids' activities and a favorite restaurant, while noting dated rooms.
Kayak reviewers are split on service, praise the breakfast and common-area cleanliness, and repeatedly mention air-conditioning and maintenance problems.
6Cheapest way to earn Hyatt points
Bahia Principe Explore Turquesa
Punta Cana (Arena Gorda area), Dominican Republic
$188–$367 per night for two · KAYAK 12-month average nightly rates, September (cheapest) to December (priciest), checked October 2026
Our take
Bahia Principe Explore Turquesa is one of several Bahia Principe hotels in the chain's big Punta Cana complex, and it is one of the cheapest: Kayak's averages ran from $188 a night in September to $367 in December. In 2026 the chain split its resorts into Explore (families) and Escape (adults), and since March 25, 2026 World of Hyatt members can earn 5 base points per dollar and redeem points at participating Bahia Principe resorts. That makes Turquesa the cheapest way we found to earn Hyatt points at a beach resort.
The ratings are middling. Kayak's verified ratings average 8.1 out of 10 across 573 ratings, and Tripadvisor showed 4.0 across 3,271 reviews under its former Grand Turquesa name. Kayak's written reviews skew critical, citing slow check-in, unhelpful staff and cleanliness problems including pests, while some guests liked the breakfast and friendly individuals.
It makes sense as a cheap family base on a good beach, especially if you collect Hyatt points. Confirm your exact building and room type, because the complex is large.
Skip it if Consistent service matters more to you than price; Sunscape Cancun or Catalonia Bávaro rate better.
Our category scores
Pros
- Among the cheapest family resorts on the Punta Cana strip
- World of Hyatt earning and redemption since March 2026

What guests say
Kayak's written reviews cite slow check-in, unhelpful staff, uneven treatment of guests and cleanliness problems, including odors and cockroaches.
A minority of Kayak reviewers enjoyed the breakfast and found individual staff friendly, and verified ratings average a solid 8.1 out of 10.
7Best for party-loving adults
Riu Republica
Arena Gorda, Punta Cana, Dominican Republic
$204–$326 per night for two · KAYAK 12-month average nightly rates, September (cheapest) to March (priciest), checked October 2026
Our take
Riu Republica is the cheap adults-only option for people who want a party, not a spa. It sits on the Arena Gorda beach next to RIU's other Punta Cana hotels, and Kayak's averages ran from $204 a night in September to $326 in March, low for an adults-only resort. RIU's brand programming leans into lively pools and themed parties, and reviewers like the beach, pools and room sizes.
The ratings are the weakest on this page among adults-only picks: 3.9 on Tripadvisor across 11,348 reviews and 7.1 out of 10 across 2,628 Kayak ratings. Kayak's written reviews repeat complaints about cleanliness, unhelpful reception staff and breakfast quality, and a June 2025 reviewer summed up the split well, praising staff and beach but calling the rooms outdated.
It works for a fun, inexpensive friends trip in a cheap month, with realistic expectations. Couples looking for romance should spend more at Bahia Principe Escape Ambar.
Skip it if You want a quiet, romantic or polished adults-only resort.
Our category scores
Pros
- Low prices for an adults-only resort

8Best for kids on a tight budget
Crown Paradise Club Cancun
Southern Hotel Zone, Cancun, Mexico
$213–$404 per night for two · Tripadvisor partner average rates for a standard room, taxes not included, as listed in October 2026
Our take
Crown Paradise Club is a long-running Cancun family favorite, and the numbers show why: 4.1 on Tripadvisor across 23,166 reviews, with service scoring 4.2 and rates from about $213 a night in Tripadvisor's partner data. The 617-room resort is built around kids, with water parks, kids' clubs, evening shows and daytime entertainment, and recent families in October 2026 praised the activities, clean rooms and helpful staff. Adults get an adults-only pool and bar as a retreat.
The weaknesses: rooms are dated, beds are hard, and nightclub noise reaches some lower floors. The buffet is limited and repetitive, and specialty restaurants fill fast. The beach is the bigger issue for some: reviewers mention sargassum, rough seas with red flags, and steep wooden steps down to the sand that are tough for anyone with mobility problems. One reviewer also found the location remote.
Book it if your kids will spend the week in the water park. Skip it if beach swimming is the point.
Skip it if You need easy beach access or a calm sea for swimming.

A September 2026 reviewer found the hotel basic, the food poor and shops expensive, and said beach access is difficult for guests with mobility issues.
An August 2026 guest liked the buffet service but heard nightclub music in a lower-floor room and found the kids' water park closed at times.
9Best water park for the money
Seadust Cancun Family Resort
Southern Hotel Zone, Cancun, Mexico
$199–$524 per night for two · Tripadvisor partner average rates for a standard room, taxes not included, as listed in October 2026
Our take
Seadust is a dedicated family resort, and it delivers on the family part: a water park, kids' areas, themed parties and magic and tribute shows that reviewers enjoy, plus well-liked sushi and Italian à la carte restaurants. It is rated 4.4 on Tripadvisor across 8,077 reviews, and Tripadvisor's partner rates started around $199 a night in October 2026. One reviewer bluntly advises adults without children to look elsewhere, which tells you who it is for.
We rate it below Sunscape Cancun because of how it handles the all-inclusive promise. 2026 reviewers mention paid room service, a disputed linen charge, pressure to buy memberships or coupons, and pushy spa and excursion sellers. The beach area is small with limited shade, loungers get reserved early, and rooms and showers are dated.
Choose it when the water park is the main event and you're happy to ignore the upsells. Ask what costs extra before you arrive.

10Best value in Jamaica
Iberostar Waves Rose Hall Beach
Rose Hall, Montego Bay, Jamaica
$327–$689 per night for two · Tripadvisor average standard-room rate range for 2 adults, taxes excluded, shown October 2026
Our take
Jamaica is not a cheap all-inclusive destination in our data, so value there means getting a well-run resort for a fair price. Iberostar Waves Rose Hall Beach does that. Kayak's averages ran from $324 a night in September to $571 in December, below Jamaica's branded competitors, and it scores 8.4 out of 10 across 692 Kayak ratings and 4.2 on Tripadvisor across 7,652 reviews.
Kayak's review summary highlights friendly service, clean rooms and facilities, a varied breakfast, plenty of entertainment and a convenient location about 9.4 miles from Montego Bay's airport. Iberostar is also part of IHG One Rewards, so IHG members can earn and redeem points here. The complaints are moderate: uneven food quality, extra charges and occasional maintenance problems.
Book it for an easy, family-friendly Jamaica week without luxury prices. If you want true budget prices, the Dominican Republic or Cancun will get you further.
Skip it if You want the absolute lowest price; Punta Cana is cheaper for similar quality.
Our category scores

11Best Pacific-coast value
Riu Emerald Bay
Mazatlán, Sinaloa, Mexico
$198–$367 per night for two · KAYAK 12-month average nightly rates, October (cheapest) to July (priciest), checked October 2026
Our take
Riu Emerald Bay is our pick for an inexpensive Pacific-coast all-inclusive, and Mazatlán's pricing pattern is the reason. Its priciest month in Kayak's data is July, when Mexican families travel, at $367 a night, while October averaged $198, and winter weeks that are peak season in the Caribbean are relatively good value here. It is an all-ages RIU with a kids' club, kids' pool and rooftop terrace, rated 8.0 out of 10 across 328 Kayak ratings.
Kayak's review summary praises the location, breakfast and some restaurant and pool staff, and guests recommend booking a beach-facing balcony for the views. The negatives are familiar RIU-at-a-budget complaints: reservation problems, unfriendly or slow service, cleanliness lapses, mostly buffet dining and drinks that some reviewers found watered down.
We'd pick it for a sunny, affordable winter week on the Pacific, ideally with a sea-view room. Do not expect much nightlife on site; Mazatlán's old town is the place for that. It is about 17 miles from Mazatlán's airport.
Skip it if You want Caribbean-style turquoise water or varied à la carte dining.

The cheapest all-inclusive destinations, ranked by typical nightly rates
We ranked destinations by what budget-to-midrange resorts actually charged, using Kayak's 12-month average nightly rates (cheapest and priciest month) and Tripadvisor's partner rate ranges for a standard room, all checked in October 2026.
| Rank | Destination | Typical budget nightly rate for two | Based on |
|---|---|---|---|
| 1 | Punta Cana, Dominican Republic | $155-$370 | Occidental Caribe, Catalonia Bávaro, Bahia Principe Explore Turquesa, Riu Republica (Kayak) |
| 2 | Mazatlán, Mexico | $198-$367 | Riu Emerald Bay (Kayak) |
| 3 | Cancun, Mexico | $170-$560 | Óleo Cancún Playa, Seadust, Crown Paradise, Sunscape (Tripadvisor partner rates) |
| 4 | Montego Bay, Jamaica | $324-$571 | Iberostar Waves Rose Hall Beach (Kayak) |
Why Punta Cana wins on price
The Bávaro and Arena Gorda strip has dozens of large all-inclusives competing for the same package buyers, and several big Spanish chains (Bahia Principe, Barceló's Occidental brand, Catalonia, RIU, Iberostar) run budget and mid-range hotels side by side. Competition keeps prices low, and the beaches are wide and long. See our Punta Cana guide.
Cancun and the Riviera Maya
Cancun's cheapest all-inclusives cluster in the southern Hotel Zone and are often smaller and older, but the airport is close and you can get into town cheaply by bus. The Riviera Maya has more mid-range choice; our Riviera Maya guide covers it.
Jamaica and Puerto Plata
Jamaica costs more at every quality level in our data. Puerto Plata, on the Dominican Republic's north coast, has a cluster of older all-inclusives around Playa Dorada; we did not include one this update because we could not verify current ratings and prices, so check recent reviews carefully if you go there.

What you give up at an affordable all-inclusive resort
Reading hundreds of 2026 reviews of budget resorts, the trade-offs are remarkably consistent. The beach is often just as good as at resorts costing twice as much. What changes is everything that depends on staffing and maintenance budgets.
Food
Expect a strong breakfast buffet and a repetitive dinner buffet. A la carte restaurants exist but often require reservations that fill fast. Recent Occidental Caribe reviews complain about repetitive menus and limited reservations, and Crown Paradise guests describe the buffet as limited.
Drinks
House spirits, weaker cocktails, plastic cups and slower bar service are the norm. Catalonia Bávaro reviewers mention weak cocktails; Kayak's summary for Riu Emerald Bay notes complaints that drinks were watered down.
Rooms and maintenance
The biggest gap. Dated furniture, struggling air conditioning, leaks and humidity appear in reviews at nearly every budget resort on this page. Ask for a renovated block if one exists.
Service
Staff warmth is often excellent, but attention can be thinner. At Óleo Cancún Playa, some 2026 reviewers felt service depended on tipping, especially in low season.
Extras
Budget resorts are more likely to charge for things you might expect to be free: Seadust guests report paid room service and linen charges, Óleo guests mention fees for certain pool areas, and premium tiers such as Catalonia's Privilege or Occidental's Premium level wall off the nicer spaces.
Red flags: when a cheap resort is too cheap
Use these as filters before you book:
- A Tripadvisor score under 4.0 with recent one-star reviews. A 3.8 average built over 15 years can hide a steep recent decline, or a recent recovery. Sort by most recent and read the last 20 reviews. Cancun's Grand Oasis, for example, showed 3.4 across 17,814 reviews on Tripadvisor in October 2026. Two resorts on this page, Occidental Caribe (3.8) and Riu Republica (3.9), also fall below that line. We include them only as price-first options for strict budgets, with their weak spots spelled out in the reviews below, so treat them as exceptions you choose knowingly.
- Illness reports. One or two mentions are normal at any big resort; a pattern of stomach complaints in the same month is not.
- An all-inclusive that charges for basics. Room service fees, linen charges, paid pool zones or pay-per-drink premium bars mean the real price is higher than advertised.
- Lobby sales desks. Sunscape Cancun and Seadust reviewers both describe pressure from package or membership sellers. Say no once, firmly.
- A recent name change with old reviews. Rebrands happen for good reasons (Bahia Principe's 2026 Escape and Explore relaunch), but they can also wipe a poor track record. Kayak listed the former Grand Decameron Montego Beach as Hotel Montego Beach in October 2026, with a 6.7 out of 10 rating and written reviews dominated by service and cleanliness complaints.
- Not actually on the beach. Check the map. Some value resorts are inland or across a road.
- Mandatory upgrades to get what you want. If the only rooms with working air conditioning or a sea view are the premium tier, price that tier against a better resort.
Why Cuba is out for US travelers
Cuba's Varadero and Cayo resorts are famously cheap and popular with Canadians and Europeans, but they are not an option for most US travelers.
- Tourism is not a permitted purpose. The Treasury Department's Office of Foreign Assets Control says plainly that travel to Cuba for tourist activities is not permitted; travel-related transactions are allowed only for 12 categories of activity set out in the Cuban Assets Control Regulations (OFAC FAQ). Prepaid tourist packages are prohibited.
- Most resort hotels are off-limits anyway. People subject to US jurisdiction may not lodge at, pay for, or book properties on the State Department's Cuba Prohibited Accommodations List, which covers many large hotels.
- The rules tightened again in 2026. OFAC updated its Cuba regulations and FAQs on September 29, 2026: effective September 30, 2026, it removed the general license for group people-to-people educational travel and extended the ban on financial dealings with entities on the Cuba Restricted List to indirect transactions (OFAC).
Even hotel loyalty programs reflect this: Iberostar notes that its IHG partnership excludes its Cuba interests. If you want Cuba-style prices, the Dominican Republic is the closest substitute.

How to make an affordable all-inclusive even cheaper
- Go in September or early October. That was the cheapest month at six of the seven resorts on this page with Kayak seasonal data; Riu Emerald Bay in Mazatlán bottomed out in October. Weigh it against hurricane season, which peaks around September 10 according to the National Hurricane Center.
- Use points at the budget end of a program. Since March 25, 2026, World of Hyatt members can earn and redeem at participating Bahia Principe resorts, and Sunscape is part of Hyatt's Inclusive Collection. Hyatt's all-inclusive chart starts at 12,000 points per night for two at Category A on the lowest-priced dates (Milesopedia). IHG members can do the same at Iberostar.
- Price a package. At budget resorts, package sellers often bundle flights and shared transfers below the cost of the parts.
- Skip the upgrade tier unless it fixes a real problem. Several Catalonia and Occidental reviewers say the premium level was not worth the extra cost.
- Bring a refillable insulated cup. Budget bars pour into small plastic cups; reviewers at several resorts on this page mention it.
- Tip modestly but consistently. A few dollars a day to housekeeping and your regular bartender noticeably improves service at budget resorts.
Budget-friendly all-inclusive resorts for families vs couples
Families
Water parks and kids' clubs are where budget family resorts compete, and Cancun does this well for the money. Sunscape Cancun, Seadust and Crown Paradise all have water parks or splash areas, kids' clubs and evening shows, with Tripadvisor partner rates starting around $200 a night. In Punta Cana, Catalonia Bávaro and Occidental Caribe get steady praise for their kids' clubs. See our family all-inclusive guide for more.
Couples and adults
Adults-only on a budget is harder, because most adults-only resorts price themselves as romantic splurges. The two exceptions here are Riu Republica, a party-focused adults-only resort that is cheap in September, and Bahia Principe Escape Ambar, which costs more but is quieter and better rated. For a bigger budget, our adults-only guide has more options.

What travel-forum regulars say
Travel-forum consensus
Forum regulars on Tripadvisor's Cancun and Punta Cana boards are realistic about budget resorts. The recurring advice: the beach is rarely the problem at a cheap all-inclusive, so judge a resort on recent comments about food, cleanliness and room upkeep, and read the newest reviews rather than the lifetime average. Budget-minded families in a Punta Cana thread were told that Royalton Splash is the lowest Royalton tier and sits inland, and that splitting a group between neighboring sister resorts can work. Tipping threads agree that small daily cash tips, ideally in local currency, are expected even at all-inclusives, so budget for them. A Canadian poster in the Cancun forum who normally vacations in Cuba was switching to Mexico after flight cancellations, a reminder that Cuba is unreliable even for travelers allowed to go. This summary draws on Tripadvisor forum threads from September and October 2026.
A large budget-conscious family group comparing Iberostar Waves and Royalton Splash was told Splash is the lowest-tier Royalton, inland from the beach, and that splitting between sister resorts is workable.
Cancun regulars told a traveler switching from Cuba that cash tips given daily, preferably in pesos, are standard and appreciated, and that gifts are a treat rather than a need.
Punta Cana travelers found a package's private-transfer upgrade cheaper than hiring a private car separately, a small saving that adds up on a budget trip.

FAQ
Frequently asked questions
What is the cheapest all-inclusive resort destination?
Punta Cana in the Dominican Republic, based on the resorts we checked. Budget resorts there, such as Occidental Caribe, Catalonia Bávaro and Bahia Principe Explore Turquesa, averaged $155 to $190 a night for two in September in Kayak's 12-month data. Mazatlán and Cancun come next, with budget resorts starting around $170 to $200 a night, while Montego Bay resorts of similar quality started above $300. Prices roughly double in peak weeks at most of them.
How much does a cheap all-inclusive vacation cost for two?
For a week, budget roughly $1,800 to $5,000 for two people, including flights. The resort portion at the cheapest well-reviewed resorts runs about $1,100 to $2,800 for seven nights depending on season, and flights from a major US city often cost $500 to $1,200 for two. Add small daily cash tips, any excursions and travel insurance. Packages that bundle flights and transfers can bring the total down, especially in peak weeks.
Are cheap all-inclusive resorts worth it?
Often, yes, if you choose carefully. At budget resorts the beach is frequently as good as at expensive ones; what you give up is food variety, drink quality, room upkeep and consistent service. Look for resorts rated 4.0 or higher on Tripadvisor with steady recent reviews (our two sub-4.0 picks are there only for strict budgets), check what costs extra, and go in a cheap month. A slightly more expensive, well-run resort like Sunscape Cancun usually beats the absolute cheapest option.
When is the cheapest time to book an all-inclusive?
September is the cheapest month at most Caribbean resorts we checked, with early October close behind; in Kayak's data, six of the seven resorts on this page with seasonal figures bottomed out in September. Mazatlán is cheapest in October and priciest in July. Those months fall in hurricane season, so buy travel insurance before booking. For better weather at still-moderate prices, look at late April to early June or mid-November to mid-December.
Can Americans go to all-inclusive resorts in Cuba?
Not as tourists. The Treasury Department's Office of Foreign Assets Control says travel to Cuba for tourist activities is not permitted, and travel-related transactions are allowed only within 12 authorized categories. People subject to US jurisdiction also may not stay at properties on the State Department's Cuba Prohibited Accommodations List, which includes many large resort hotels, and OFAC tightened the rules again effective September 30, 2026. The Dominican Republic and Mexico are the practical alternatives.
What are the red flags of a bad cheap all-inclusive?
Watch for a Tripadvisor score under 4.0 combined with a run of recent one- and two-star reviews, repeated mentions of stomach illness in the same month, charges for room service, linens or certain pools, aggressive lobby sales desks, and a recent name change that resets the reviews. Also check the map: some budget resorts are inland or across a road from the beach, and others put the best rooms and areas behind a paid premium tier.
Which affordable all-inclusive resorts in the Caribbean are best for families?
In our research, Sunscape Cancun is the best-rated budget family resort, with a lifeguarded water park, kids' club and a 4.4 Tripadvisor score. Crown Paradise Club and Seadust in Cancun are cheaper water-park options with more trade-offs. In Punta Cana, Catalonia Bávaro and Occidental Caribe are the low-price beachfront choices with popular kids' clubs, and Bahia Principe Explore Turquesa adds World of Hyatt points.
