Quick answer
- St. Thomas all-inclusive resorts: there is exactly one, Bolongo Bay Beach Resort, a family-owned, 65-room resort on the south shore that has run an all-inclusive plan since 1989.
- The only other true all-inclusive in the U.S. Virgin Islands is Carina Bay All-Inclusive Resort & Casino on St. Croix, which is now adults-only (18+). St. John has none.
- Best near-all-inclusive picks: The Buccaneer on St. Croix (breakfast included, three beaches, golf; Expedia 9.2/10), Secret Harbour on St. Thomas (kitchens and a top snorkeling beach) and the Westin or Ritz-Carlton on St. Thomas for families (no meal plans).
- No passport needed for US citizens, only a government-issued photo ID. A day trip to the British Virgin Islands does need a passport.
- Typical all-inclusive prices on Kayak: Bolongo Bay averages about $427 a night in September and $744 in February; Carina Bay about $400 in June and $639 in December.
- Gone or not reopened: Caneel Bay on St. John (closed since the 2017 hurricanes) and Sugar Bay on St. Thomas; Frenchman's Reef was rebuilt as the Westin and Buoy Haus, neither all-inclusive.
Our verdict
Our verdict: Bolongo for easy value, The Buccaneer for a better resort
Be clear about what the USVI is: a superb no-passport island trip, not an all-inclusive destination. If you must have everything included, Bolongo Bay is the one we would book. It is small, friendly and on a calm, reef-protected beach, the à la carte food and drinks get consistent praise, and the price is reasonable for St. Thomas. Its rooms are dated, and you should expect that. Carina Bay on St. Croix is the adults-only alternative, but its reviews are mixed (6.6 on Kayak, 7.4 on Trip.com) and seasonal sargassum can foul its beach, so we would only book it with eyes open. For a better overall stay, we would choose The Buccaneer on St. Croix, which includes breakfast and has three beaches and a golf course, or Secret Harbour on St. Thomas with a kitchen, and simply eat out. Families who want kids' clubs should look at the Westin or Ritz-Carlton on St. Thomas. Our opinions are based on review patterns on Kayak, Trip.com, Expedia and Tripadvisor, official resort pages and 2026 reporting, not paid stays.

St. Thomas all-inclusive resorts: the short answer
There is one true all-inclusive resort on St. Thomas, one on St. Croix and none on St. John. A June 2026 Caribbean Journal profile describes Bolongo Bay as one of just two all-inclusive properties in the USVI, alongside Divi Carina Bay on St. Croix, and the only all-inclusive option on St. Thomas since 1989 (Caribbean Journal).
| Resort | Island | Plan | Adults-only | Rating |
|---|---|---|---|---|
| Bolongo Bay Beach Resort | St. Thomas | All-inclusive (room-only also sold) | No | Kayak 7.3/10 (110) |
| Carina Bay All-Inclusive Resort & Casino | St. Croix | All-inclusive | Yes, 18+ | Trip.com 7.4/10 (87) |

| The Ritz-Carlton, St. Thomas | St. Thomas | Room-only | No | Kayak 8.0/10 (98) |
If an all-inclusive is the priority rather than a passport-free trip, look at our Caribbean hub or Puerto Rico, the other no-passport option, before you book.

1Best (and only) all-inclusive on St. Thomas
Bolongo Bay Beach Resort
Bolongo Bay, south shore, St. Thomas
$427–$744 per night for two · Kayak average nightly rates for the cheapest (September) and priciest (February) months, checked October 2026; confirm the rate includes the all-inclusive plan
Our take
Bolongo Bay is the St. Thomas all-inclusive, full stop, and for the right traveler it is a good one. It is a small, family-owned resort that has operated since 1989, with 65 rooms with balconies over a 1,000-foot crescent of sand in a calm, reef-protected cove on the south shore. The plan covers three meals and drinks (top-shelf brands excluded), served à la carte at Iggies' Oasis, plus kayaks, paddleboards, Hobie Cats and snorkel gear; the resort's Heavenly Days catamaran sails to Buck Island and Water Island. It is about 8 miles from the airport.
Kayak guests rate it 7.3 out of 10 from 110 verified ratings, and the pattern is consistent across sites: staff, food, drinks and the beach are praised, rooms are not. Reviewers mention dated rooms, small showers, unreliable hot water and humidity, and one all-inclusive guest said they received fewer bottles of wine than promised. Summer 2026 Tripadvisor reviews are more positive, describing plentiful food and well-kept grounds. Book Bolongo for a relaxed, food-and-drinks beach week with no passport and no fuss; ask for a beachfront room, and skip it if modern rooms matter to you.
Skip it if You want modern rooms, several restaurants or luxury service.

What guests say
July 2026 reviewers praise the staff, the weekly activities and free snorkel gear, say the food and drinks at both venues beat expectations, and describe plentiful food and well-kept grounds.
Rooms are rundown and old. Shower was horrible!
Some 2024 and 2025 guests praised the food, staff and value but complained about hot water, outdated rooms, small showers and reservations needed for breakfast and dinner; one all-inclusive guest said they got fewer wine bottles than promised.

2Only adults-only all-inclusive in the USVI
Carina Bay All-Inclusive Resort & Casino
East End, St. Croix
$400–$639 per night for two · Kayak average nightly rates for the cheapest (June) and priciest (December) months, checked October 2026
Our take
Carina Bay, known locally as "The CB", is St. Croix's only adults-only all-inclusive and the only all-inclusive in the USVI for guests 18 and over. Divi Resorts runs it on the quiet East End, with unlimited food and drinks, non-motorized water sports, pickleball and shuffleboard, two pools, three bars, an on-site casino for guests 21 and up, and rooms that were completely renovated in 2021. There is also an upper-tier Oceans at Carina Bay section. It has no spa, and it is about 17 miles from the airport, so plan on a rental car.
The reviews are why we score it below Bolongo Bay. Kayak guests rate it 6.6 out of 10 from 96 verified ratings and Trip.com guests 7.4 from 87 reviews. Staff and bartenders get warm praise, but complaints focus on upkeep, food that runs out late in service, and above all the beach: the resort itself warns that large amounts of sargassum arrive at certain times of year and cannot be cleared during turtle nesting season, and an August 2026 reviewer called the beach unusable. Book it in winter or spring for a quiet, adults-only week with a casino; avoid peak sargassum months, and do not expect polish.
Skip it if You are traveling in peak sargassum season or want a polished, full-service resort.

- Rooms renovated in 2021
- Casino, pools and water sports on site

- Mixed reviews: Kayak 6.6, Trip.com 7.4
- Seasonal sargassum can make the beach unusable
- No spa; remote East End location
- Policy
- Adults-only, 18+ (casino 21+)
- Included
- Unlimited food and drinks, non-motorized water sports, daily activities
- Facilities

What guests say
This place was awesome! Great, great people!
The smell is awful, and the beach is now unusable.
Guests consistently praise helpful staff and bartenders, while critics describe an older property, a broken hot tub, humidity and rust from salt air, and buffet food that is picked over late in service.

3Best overall resort (breakfast included, not all-inclusive)
The Buccaneer Beach & Golf Resort
Shoys, near Christiansted, St. Croix
Guest ratings
Checked Oct 2026; review counts in grey.
Our take
The Buccaneer is not an all-inclusive, and it is the USVI resort we would most like to stay at. It sits on a hillside estate overlooking Christiansted harbor on St. Croix, with three private beaches, an 18-hole golf course, tennis and a choice of restaurants, and it includes breakfast at The Terrace in the rate. It has hosted weddings for almost 80 years and lists 2025 awards from Tripadvisor and USA Today on its site. Expedia guests rate it 9.2 out of 10 from 1,003 reviews, far above either true all-inclusive in the territory.
What reviewers like is consistent: staff, grounds, views and beaches. The criticisms are about upkeep and extras: some guests describe unkempt facilities and debris on the beach, one objected to paying $35 per lounge chair, and others warn that dinner reservations book out, so reserve before you arrive. With breakfast included and Christiansted's restaurants a short drive away, you will spend more on lunches and dinners than at an all-inclusive, but you get a much better resort. Book it for families, golfers and couples who would rather eat around the island than wear a wristband.
Skip it if You want every meal and drink included in one price.
Our category scores
Pros
- Breakfast included
- Three private beaches and an 18-hole golf course
- Expedia 9.2/10 from 1,003 reviews
- Close to Christiansted's restaurants
Cons
- Not all-inclusive: lunch, dinner and drinks are extra
- Upkeep complaints and some paid extras such as loungers
- Dinner reservations book out
- Meal plan
- Breakfast included at The Terrace
- Beaches
- Three private beaches
- Golf
- 18-hole course with pro shop
- Location
- Overlooking Christiansted harbor
What guests say
Guests repeatedly single out the staff, the grounds, the gorgeous views and the beaches, and honeymoon-focused reviews praise the service and restaurant food.
Critics describe unkempt facilities and debris on the beach, object to a $35 charge per lounge chair, and warn that dinner reservations can be fully booked when you arrive.

4Best beach base with a kitchen (not all-inclusive)
Secret Harbour Beach Resort
Nazareth Bay, east end, St. Thomas
Our take
Secret Harbour is the St. Thomas resort we would choose if the beach is the priority and we were happy to skip the all-inclusive. It is a condo-style resort of studio to three-bedroom suites on a calm, crescent-shaped swimming beach on the quiet east end, with two restaurants, a beach bar, a hillside pool and an on-site dive center that offers beginner scuba lessons for ages 10 and up. The snorkeling is excellent; NOAA has photographed hawksbill turtles on its reef. It displays a 2026 Tripadvisor Travelers' Choice badge and says it has been in Tripadvisor's top 10% of hotels for 15 consecutive years.
Kayak guests rate it 8.0 out of 10 from 95 reviews. The views, the beach and the staff earn the praise; the rooms earn the complaints, with several reviewers saying units are old and need renovation, and a few mentioning stains, ants or bugs. Every suite has a kitchen, which is how most guests use it: groceries for breakfast and lunch, then dinner at the resort's Sunset Grille or in Red Hook nearby. It is a better beach than Bolongo Bay's, at the cost of paying for every meal and drink.
Skip it if You want meals and drinks included or brand-new rooms.
Our category scores
Pros
- One of St. Thomas's best swimming and snorkeling beaches
- Kitchens in every suite
- On-site dive center
- Quiet east-end location near Red Hook
Cons
- Not all-inclusive
- Older rooms in need of renovation
- Occasional bug and maintenance complaints
- Accommodation
- Studio to three-bedroom condo suites with kitchens (about 70 units)
- Dining
- Two restaurants and a beach bar
- Activities
- Dive center; beginner scuba for ages 10+

5Best for families (not all-inclusive)
The Westin Beach Resort & Spa at Frenchman's Reef
Frenchman's Reef, south shore near Charlotte Amalie, St. Thomas
Our take
The Westin is the rebuilt Frenchman's Reef, the big resort on the headland outside Charlotte Amalie, and it is the USVI resort we suggest for families who want a kids' club and pools more than an all-inclusive plan. The Westin Family Kids Club takes children aged 4 to 12 for yoga, crafts, games and nature activities, with lunch and a snack included for half-day guests, and there is a trio of cliffside pools with splash areas for young children. Suites have sea-view balconies, and Shorebird serves a kid-friendly breakfast buffet and themed dinners. Next door, Buoy Haus Beach Resort, Autograph Collection sits on Morningstar Beach and shares the kids' club and pools; Kayak guests rate Buoy Haus 9.2 out of 10 from 58 reviews.
The Westin itself scores 8.1 out of 10 from 121 verified Kayak ratings. There is no meal plan, so with resort restaurant prices a family will spend more on food than at Bolongo Bay. We would book it for a family week with kids aged 4 to 12, combine Shorebird breakfasts with dinners in town, and use Morningstar Beach for swimming.
Skip it if You want an all-inclusive price or a small, quiet resort.
Our category scores
Pros
- Westin Family Kids Club for ages 4–12
- Three cliffside pools with splash areas
- Rebuilt resort with sea-view suites
- Close to Charlotte Amalie and Morningstar Beach
Cons
- Not all-inclusive; resort dining adds up
- Kids' club lunch only for half-day sessions
- Big, busy resort compared with Bolongo or Secret Harbour
- Meal plan
- None; room-only rates
- Kids
- Westin Family Kids Club, ages 4–12
- Pools
- Three cliffside pools with splash areas
- Sister resort
- Buoy Haus Beach Resort (Autograph Collection) on Morningstar Beach
What guests say
Most verified Kayak guests are happy: 66 of 121 ratings are Wonderful and another 18 Very good.
A meaningful minority is not: 20 of 121 verified Kayak ratings are Fair, Mediocre or Poor, so check recent reviews for the room type and dates you are booking.
6Best luxury (not all-inclusive)
The Ritz-Carlton, St. Thomas
Great Bay, east end, St. Thomas
Our take
The Ritz-Carlton is the luxury choice on St. Thomas: a 30-acre oceanfront resort on the east end with a private white-sand beach and nearby reef, complimentary snorkel gear, kayaks and paddleboards, cabanas and oceanfront suites. For families, the Ritz Kids Club takes ages 4 to 12 and the heated family pool has waterfalls, a 60-foot waterslide and a splash pad; a Ritz Kids Night Safari in-room camping experience is offered for ages 3 to 10. There is no all-inclusive or meal plan.
Kayak guests rate it 8.0 out of 10 from 98 verified ratings, and Kayak's summary of those reviews is blunt: guests praise the location, pool, views and cleanliness, but frequently complain about service quality, unhelpful or unfriendly staff, housekeeping and responsiveness, and many feel it is overpriced for the level of service. That is a familiar pattern for luxury hotels in the USVI, where staffing is a constant challenge. Book it if you want the island's best-equipped resort for children and accept paying luxury prices for every meal. If service and value matter more, Secret Harbour, a few minutes away, is the more relaxed choice.
Skip it if You want an all-inclusive price or consistently polished service.
Our category scores
Pros
- Private beach and reef snorkeling
- Ritz Kids Club (4–12) and a 60-foot waterslide
- Oceanfront suites on 30 acres
- Marriott Bonvoy points
Cons
- Not all-inclusive; very expensive dining
- Service and housekeeping complaints
- Value is the weakest point in reviews
- Size
- 30-acre oceanfront resort
- Meal plan
- None
- Kids
- Ritz Kids Club, ages 4–12; heated family pool with 60-foot slide
- Water sports
- Complimentary snorkel gear; kayaks and paddleboards
What guests say
Guests consistently praise the location, the pool and overall cleanliness, and many highlight beautiful views and a pleasant atmosphere.
Frequent complaints concern service quality, staff described as unhelpful or unfriendly, housekeeping and responsiveness, and many guests feel the hotel is overpriced for the service and amenities.

Pros & cons
The U.S. Virgin Islands for an all-inclusive: why go, why not
Reasons to go
- No passport needed for US citizens, and the currency is the dollar
- Nonstop flights from many US cities to St. Thomas
- World-class beaches: Magens Bay, Trunk Bay, Buck Island
- Bolongo Bay is a friendly, good-value all-inclusive on a calm beach
- Easy island-hopping to St. John, Lovango and (with a passport) the BVI
Reasons to think twice
- Only two true all-inclusive resorts in the whole territory
- Both all-inclusives are older, with mixed reviews
- High food and drink prices if you are not all-inclusive
- In the main hurricane track; wettest from August to November
- Seasonal sargassum and power-grid issues
Why the U.S. Virgin Islands have so few all-inclusives
Three things explain the thin market. First, the 2017 hurricanes, Irma and Maria, closed several of the islands' biggest resorts for years. Frenchman's Reef on St. Thomas was rebuilt and now operates as The Westin Beach Resort & Spa at Frenchman's Reef and the adjacent Buoy Haus Beach Resort, Autograph Collection, both sold room-only. Caneel Bay on St. John has not reopened at all. Sugar Bay Resort & Spa, once St. Thomas's other big all-inclusive, was not taking guests as far as we could find in October 2026.
Second, St. Thomas is one of the busiest cruise ports in the Caribbean, so resorts can fill rooms and restaurants without the bundled pricing that drives all-inclusives elsewhere. Third, St. John and much of St. Croix are villa and small-inn islands, where eating out is part of the appeal.
The result: if you insist on an all-inclusive, you choose between two older, mid-sized resorts. If you are flexible, the USVI has excellent beaches and some strong resorts with breakfast plans, kitchens or kids' clubs, which is how most visitors do it.

St. Thomas vs. St. Croix vs. St. John: which island for your resort
| St. Thomas | St. Croix | St. John | |
|---|---|---|---|
| Feel | Busiest; cruise port, shopping, nightlife | Larger, quieter, historic towns | Two-thirds national park, villas and campsites |
| All-inclusive | Bolongo Bay | Carina Bay (adults-only) | None |
| Best resorts | Ritz-Carlton, Westin, Buoy Haus, Secret Harbour | The Buccaneer | Villas; Lovango is offshore |
| Airport | Cyril E. King (STT) | Henry E. Rohlsen (STX) | None; ferry from St. Thomas |
| Signature beach | Magens Bay | Buck Island (by boat) | Trunk Bay |
Our quick take
- St. Thomas if you want the all-inclusive, the most flights and the easiest logistics. Bolongo Bay is about 8 miles from the airport.
- St. Croix if you want quieter beaches, golf and Buck Island's snorkeling, and do not mind a rental car. Carina Bay is about 17 miles from the airport.
- St. John if you want hiking and some of the Caribbean's best beaches, and you are happy to stay in a villa and cook or eat out.

Near-all-inclusive options: breakfast plans, kitchens and kids' clubs
Because true all-inclusives are scarce, most USVI visitors pick a resort for its beach and setting and pay for meals as they go. These are the options we would consider, clearly labeled:
- The Buccaneer, St. Croix (breakfast included): complimentary breakfast at The Terrace, three private beaches and an 18-hole golf course, a short drive from Christiansted (The Buccaneer).
- Lovango Resort + Beach Club, off St. John (breakfast included): a private-island resort of treehouses, glamping tents and villas, 10 minutes by resort ferry from St. John and St. Thomas. Its FAQ is explicit: it is not an all-inclusive resort; breakfast is included daily, and dinner is included on Sunday evenings for the Chef's Caribbean Buffet from January to April (Lovango). It holds two MICHELIN Keys.
- Secret Harbour Beach Resort, St. Thomas (kitchens): condo-style suites on a calm, crescent-shaped swimming beach on the quiet east end, with two restaurants and a beach bar (Secret Harbour).
- The Westin and Buoy Haus, St. Thomas (no meal plan): the Westin Family Kids Club for ages 4 to 12 includes lunch and a snack for half-day guests; Buoy Haus guests share it (Visit USVI).
- The Ritz-Carlton, St. Thomas (no meal plan): a Ritz Kids Club for ages 4 to 12 and a heated family pool with a 60-foot waterslide.
Is a breakfast plan worth giving up an all-inclusive for? In the USVI, usually yes: the islands' restaurants and beach bars are part of the trip, and you avoid paying for drinks you will not drink.

No passport needed: entry rules for the U.S. Virgin Islands
The USVI is a US territory, so US citizens can travel without a passport; you need a government-issued photo ID, as Bolongo Bay reminds guests on its site (Bolongo Bay), and Divi Resorts states that passports are not required for US citizens visiting Carina Bay. Flights from the mainland are domestic, and the US dollar is the currency.
Two cautions:
- The British Virgin Islands are a different country. Day trips to Jost Van Dyke or Virgin Gorda from St. Thomas or St. John require a passport.
- Bring a passport anyway if you have one. It makes ferry hops to the BVI possible and avoids any argument about ID on return.
If no-passport travel is the main reason you are choosing the USVI, compare it with Puerto Rico, which has more large resorts, and with the Florida Keys.
Best time to visit the U.S. Virgin Islands
St. Thomas is warm year-round, with average highs from about 84°F in January to 90°F in July and August at Cyril E. King Airport, according to NOAA's 1991–2020 normals. Rain and price are what change.
- December to April (high season): the driest and most expensive months. February and March average about 1.9 inches of rain each. Kayak shows Bolongo Bay's priciest month is February, at about $744 a night.
- May to July: good value with mostly settled weather. Kayak shows Carina Bay's cheapest month is June, at about $400 a night.
- August to November: the heart of hurricane season and the wettest stretch, at 4.4 to 6.1 inches a month. September is Bolongo Bay's cheapest month on Kayak.
The Atlantic hurricane season runs June 1 to November 30 and peaks around September 10 (NOAA). The USVI took direct hits from Irma and Maria in 2017, so buy travel insurance for late-summer trips. Festivals also shape crowds: St. Thomas Carnival and St. Croix's Crucian Christmas Festival are the big ones, both promoted by the tourism department.

Getting there and getting around
St. Thomas (STT) is the main gateway. Lovango, which uses it as its gateway airport, says there are daily nonstop flights from 17 major US airports. St. Croix (STX) has fewer flights, so check whether a nonstop or a connection via St. Thomas or San Juan works better for Carina Bay or The Buccaneer.
On St. Thomas
Shared taxi vans wait outside the terminal and charge per person. Bolongo Bay's FAQ quotes about $14 per person for two or more travelers (about $18 for a solo traveler), plus a small charge per suitcase, cash only (Bolongo Bay FAQ). The resort is about 8 miles from the airport.
To St. John and Lovango
There is no airport on St. John; ferries run from St. Thomas. Lovango is a 10-minute resort-ferry ride from St. John and St. Thomas.
On St. Croix
Carina Bay is about 17 miles from Henry E. Rohlsen Airport on the island's east end, and Divi recommends a rental car for exploring. Remember that USVI traffic drives on the left, even though most cars are left-hand drive.
Caneel Bay, Sugar Bay and the resorts that are not coming back soon
- Caneel Bay, St. John: the famous resort inside Virgin Islands National Park was badly damaged by Hurricane Irma in September 2017 and has not been rebuilt. The operator's retained-use agreement with the National Park Service was set to expire on September 30, 2023 (Wikipedia), and we found no announced reopening date as of October 2026. The beaches remain part of the national park.
- Sugar Bay Resort & Spa, St. Thomas: once the island's other large all-inclusive, it was not bookable as far as we could find in October 2026. Treat any listing with suspicion until the resort confirms dates.
- Frenchman's Reef, St. Thomas: rebuilt and reopened under new names, the Westin Beach Resort & Spa at Frenchman's Reef and Buoy Haus Beach Resort, Autograph Collection. Neither sells an all-inclusive plan.
- Margaritaville Vacation Club, St. Thomas: a timeshare resort, not an all-inclusive. Kayak guests rate it 6.9 out of 10 from 683 reviews, with complaints about service, cleanliness and seaweed.

Costs: what a USVI all-inclusive really costs
The USVI is not cheap, because everything is shipped in and resorts compete with cruise passengers for restaurant seats. Kayak's monthly averages for the two true all-inclusives, checked in October 2026:
| Resort | Cheapest month | Priciest month |
|---|---|---|
| Bolongo Bay (St. Thomas) | September, about $427/night | February, about $744/night |
| Carina Bay (St. Croix) | June, about $400/night | December, about $639/night |
Caribbean Journal found Bolongo Bay from $364 a night for a July 2026 week. For late-October dates, Kayak showed deals from $273 at Bolongo and $226 at Carina Bay; check whether a deal includes the all-inclusive plan, because Bolongo also sells room-only rates.
What to budget beyond the room
- Airport taxis on St. Thomas, about $14 per person each way for two travelers.
- Top-shelf drinks at Bolongo, which are excluded from the plan.
- A catamaran or ferry day: Bolongo's Heavenly Days catamaran sails to Buck Island and Water Island from the resort dock.
- A rental car on St. Croix.

Mistakes to avoid when booking a USVI all-inclusive
- Assuming "all-inclusive" on a booking site means meals are included. In the USVI it often means a timeshare or a resort credit.
- Expecting new rooms. Both true all-inclusives are older properties; Carina Bay was renovated in 2021, while Bolongo Bay reviewers repeatedly mention dated rooms and small showers.
- Ignoring sargassum. Carina Bay warns that its beach gets large amounts of seaweed at certain times of year and cannot be cleaned during turtle nesting season.
- Forgetting the power grid. Rotating power outages on St. Thomas and St. John were enough of an issue in 2026 that Tripadvisor forum regulars shared a Daily News report about ending them. Resorts have generators, but villas and small inns may not.
- Planning a BVI day trip without a passport. You will be turned away.
- Booking Caneel Bay or Sugar Bay from an old listing. Neither was taking guests as far as we could find in October 2026.

What travel-forum regulars say
Travel-forum consensus
Forum and review regulars treat the USVI as a beach-and-boat destination first and an all-inclusive destination a distant second. Bolongo Bay's fans are loyal and talk about the staff, the food and the calm cove, while its critics focus on dated rooms and hot water; a Cruise Critic visitor who came for dinner warned that the beach in front of the restaurant is very rocky and the sand is better farther down the bay. On St. Croix, the Carina Bay conversation is dominated by sargassum and upkeep. A recurring practical topic in 2026 has been the power grid: a Tripadvisor St. Thomas forum thread shared a Daily News report about ending rotating power outages on St. Thomas and St. John, a reminder to choose a resort with backup power. The consistent advice is to book for the beach, rent a car or take ferries, and eat out rather than force an all-inclusive.
A cruise visitor who went to Bolongo Bay for dinner said the restaurant area of the beach is very rocky, while the stretch of beach farther down is better for swimming.
Regulars on the St. Thomas forum shared a Daily News article about ending the rotating power outages on St. Thomas and St. John, a recurring concern for visitors staying in villas and small inns.

FAQ
Frequently asked questions
Are there any all-inclusive resorts in St. Thomas?
Yes, but only one: Bolongo Bay Beach Resort on the south shore. It is a family-owned, 65-room resort whose all-inclusive plan covers three meals and drinks (excluding top-shelf brands) plus non-motorized water sports, and it has offered all-inclusive stays since 1989. The other big resorts on St. Thomas, including the Ritz-Carlton, the Westin and Secret Harbour, sell room-only rates.
What are the all-inclusive resorts in the U.S. Virgin Islands?
As of October 2026 there are two true all-inclusives: Bolongo Bay Beach Resort on St. Thomas and Carina Bay All-Inclusive Resort & Casino on St. Croix, which is adults-only (18+). St. John has none. The Buccaneer on St. Croix and Lovango off St. John include breakfast but are not all-inclusive.
Are there all-inclusive resorts on St. John?
No. St. John has no all-inclusive resort. Caneel Bay, its famous resort, has been closed since the 2017 hurricanes, and the island is mostly villas, inns and national park. Lovango Resort + Beach Club, a 10-minute ferry ride away, includes breakfast daily and a Sunday buffet dinner from January to April, but says clearly it is not all-inclusive.
Do I need a passport for the U.S. Virgin Islands?
No, not if you are a US citizen. The USVI is a US territory, so a government-issued photo ID is enough, and flights from the mainland are domestic. You do need a passport for day trips to the British Virgin Islands, such as Jost Van Dyke or Virgin Gorda, which are a different country.
Is Carina Bay in St. Croix adults-only?
Yes. Divi Resorts now markets Carina Bay All-Inclusive Resort & Casino as St. Croix's only adults-only (18+) all-inclusive resort, with the casino limited to guests 21 and over. The plan includes unlimited food and drinks and non-motorized water sports. Reviews are mixed, and the resort warns about seasonal sargassum on its beach.
Is Caneel Bay open?
No. Caneel Bay on St. John was badly damaged by Hurricane Irma in 2017 and has not reopened. The operator's retained-use agreement with the National Park Service was set to expire on September 30, 2023, and we found no announced reopening date as of October 2026. The beaches around it remain part of Virgin Islands National Park.
How much does an all-inclusive in St. Thomas cost?
On Kayak, Bolongo Bay's average nightly rate ranges from about $427 in September to about $744 in February, checked in October 2026, and Caribbean Journal found rates from $364 a night for a July week. Carina Bay on St. Croix averages about $400 a night in June and $639 in December. Always confirm the rate includes the all-inclusive plan.
When is the best time to visit St. Thomas?
December to April is the driest and most popular period, with February and March averaging about 1.9 inches of rain, but prices are highest then. May to July offers good value. August to November is the wettest stretch and the peak of hurricane season, though it is also the cheapest time for Bolongo Bay.
Is Frenchman's Reef all-inclusive?
No. The former Frenchman's Reef resort on St. Thomas was rebuilt and now operates as The Westin Beach Resort & Spa at Frenchman's Reef and Buoy Haus Beach Resort, Autograph Collection. Both sell room-only rates without an all-inclusive plan. The Westin has a kids' club for ages 4 to 12, which Buoy Haus guests can also use.
